In order to implement the requirements of the Notice of the State Council Municipality on Printing and Distributing a Package of Policies and Measures to Stabilize the Economy (Guo Fa [2022]12), promote the phased reduction of housing rent for market players, and help small and micro enterprises and individual industrial and commercial households in the service industry to alleviate the pressure on housing rent, we hereby notify the relevant matters as follows:
First, we attach great importance to rent relief.
Reducing the main market rent by stages is an important decision and deployment of the State Council, an important work measure to stabilize the economic market, and of great significance to protect the main market, employment and people's livelihood. Housing and urban and rural construction, development and reform, finance, people's bank, state-owned assets, taxation, market supervision, bank insurance supervision and other departments should proceed from the overall situation, strengthen communication and coordination, carry out their duties and enhance their joint efforts. All localities should, in accordance with the established working mechanism of rent reduction and exemption, combine their own reality, co-ordinate all kinds of funds, and come up with pragmatic and effective measures to promote rent reduction and exemption for market players, so as to ensure that all policies and measures are implemented.
Second, accelerate the implementation of rent reduction and exemption policies and measures.
Small and micro enterprises and individual industrial and commercial households in the county-level administrative area where the epidemic area is located will rent state-owned houses for 6 months in 2022 and 3 months in other areas.
If the lessor is free of rent, the tax authorities shall, in accordance with the relevant provisions of the local government, waive the property tax and urban land use tax of the current year; Encourage state-owned banks to give preferential interest rate pledge loans and other support to lessors who reduce or exempt rents according to their needs.
Institutions (or departments) at all levels that perform the responsibilities of investors are responsible for supervising and guiding the state-owned enterprises under supervision to implement the policy of rent reduction and exemption. The relevant departments shall, within the scope of their respective duties, guide all localities to implement the policy of rent reduction and exemption for public houses. If the rent reduction affects the operating performance of state-owned enterprises and institutions, it shall be determined according to the actual situation in the assessment.
In addition to enjoying the above preferential policies equally, non-state-owned housing lessors encourage all localities to give more preferential policies to small and micro enterprises and individual industrial and commercial households in the service industry.

Housing and urban-rural construction departments should play a leading and coordinating role, strengthen information sharing among departments such as rent reduction and exemption subjects, and create conditions for the implementation of relevant supporting policies and statistical work.
The State Council State-owned Assets Supervision and Administration Commission (SASAC) will feed back the relevant statistical data of rent reduction and exemption of last month to the Ministry of Housing and Urban-Rural Development before 15 every month. State Taxation Administration of The People's Republic of China will feed back the relevant statistical data of last month's tax relief to the Ministry of Housing and Urban-Rural Development before 15 every month. The Provincial Department of Housing and Urban-Rural Development shall submit the relevant statistical data and work report on rent reduction and exemption in the last month to the Ministry of Housing and Urban-Rural Development through the "Housing Rent Reduction" module of the national real estate market monitoring system before each month/kloc-0.
Four, strengthen the supervision and guidance of rent relief work.
All localities should, in light of their own reality, introduce or improve the implementation rules. The Ministry of Housing and Urban-Rural Development, in conjunction with the National Development and Reform Commission, the Ministry of Finance, the People's Bank of China, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration of Taxation, the General Administration of Market Supervision, the China Banking Regulatory Commission and other departments, will strengthen coordination and guidance, find problems in time, and urge all localities to take effective measures to do a good job in reducing and exempting housing rents for market players in stages. All localities should organize third parties to evaluate the implementation of the work. The Ministry of Housing and Urban-Rural Development will, jointly with relevant departments, notify the places where the work is poorly implemented, the progress is slow, and there are many problems reflected by market players, put forward rectification requirements, and effectively promote the implementation of policies.
