Article 3 The people's governments at or above the county level shall strengthen leadership over the work of military personnel's pensions and preferential treatment, promptly coordinate and resolve problems that arise in the work of military personnel's pensions and preferential treatment, ensure that the funds required for military personnel's pensions and preferential treatment are borne by the finance at the same level, and ensure that the standards of pensions and preferential treatment are not low. standards set by the country and the province. Article 4: The funds required for military personnel’s pensions and preferential treatment, in addition to those arranged by the central government, shall be borne by the people’s governments of provinces, cities divided into districts, and counties (cities, districts) at different levels. Article 7 The one-time pension shall be issued to martyrs, servicemen who sacrificed their lives in the line of duty, and the survivors of soldiers who died of illness in accordance with the standards stipulated by the state by the civil affairs department of the people's government at the county level where the holder's household registration is located in the following order:

( 1) Parents (custodians), spouses, and children;

(2) If there are no parents (custodians), spouses, or children, it will be issued to brothers and sisters who are under the age of 18 and those who are over the age of 18 but Brothers and sisters who have no source of living expenses and were supported by the soldier during his lifetime.

If there are no survivors as mentioned above, no one-time pension will be granted.

The amount of one-time pension received by the survivors in the same order shall be determined by the survivors through negotiation; if the negotiation fails, it will be distributed equally according to the number of survivors in the same order. Article 8 In addition to the one-time pensions enjoyed by the surviving family members of martyrs, servicemen who sacrificed their lives in the line of duty, or who have performed meritorious services, or who have performed meritorious services, their surviving family members shall receive an additional one-time pension by the civil affairs department of the people's government at the county level in accordance with the following provisions:

(1) Those who are awarded honorary titles by the Central Military Commission will receive an additional issuance of 50%;

(2) Those who are awarded honorary titles by military region-level units of the army will receive an additional issuance of 40%;

(3) Those who are awarded the first-class merit will be issued an additional 30%;

For martyrs who have won many honorary titles or have performed meritorious services, soldiers who have sacrificed their lives in the line of duty, or soldiers who have died of illness, their survivors will receive an additional one-time pension in accordance with the highest level of reward standards stipulated in the preceding paragraph. Article 9 If there are more than two survivors of martyrs, soldiers who sacrificed their lives in the line of duty, or soldiers who died of illness who are entitled to regular pensions in accordance with the law and their household registrations are not in the same place, their regular pensions shall be issued separately by the civil affairs department of the people's government at the county level in the place of their respective household registrations in accordance with local standards. After a disabled soldier who retires from active service goes through the procedures for moving in a disability pension relationship, the disability pension will be paid starting from January of the following year after retirement; if a disabled soldier who retires from active service fails to go through the procedures for moving in a disability pension relationship within the time limit specified in the preceding paragraph, If the procedures are completed, the disability pension will be paid from January of the next year after the move-in procedures are completed.
