Article 61 If a civil servant violates the law and discipline and should bear disciplinary responsibility, he shall be punished according to this Law or given administrative punishment by the supervisory organ according to law. For the same violation of discipline and law, the supervisory organ has made a decision on administrative punishment, and the organ where the civil servant works will no longer give punishment.

Article 63 The punishment of civil servants shall be clear in facts, conclusive in evidence, accurate in nature, appropriate in handling, legal in procedure and complete in formalities.
