Article 2 The term "illegal crimes" as mentioned in these Measures refers to violations of laws and regulations, which should be investigated for criminal responsibility, given administrative penalties for public security or other illegal and criminal acts.

Article 3 Hengyang people as mentioned in these Measures refer to citizens, legal persons or other organizations in Hengyang who actively report illegal and criminal activities or clues to public security organs through written materials, telephone calls, visits and the Internet.

These measures are not applicable to the staff of state organs related to their own work, such as public security, procuratorial work, trial, judicial administration, national security, armed police, army and customs.

The reward for reporting is divided into three grades according to the report evidence and the verification results of criminal facts:

Level 1: provide detailed criminal facts, clues and direct evidence of the reported party to assist in the investigation. The contents of the report are completely consistent with the facts of the crime.

Level 2: providing the criminal facts, clues and partial evidence of the reported party, not directly assisting the investigation, and the contents of the report are consistent with the criminal facts.

Level 3: providing the criminal facts or clues of the reported person, unable to provide relevant evidence or assist in the investigation, and the contents of the report are basically consistent with the investigation facts.

According to the comprehensive evaluation of the value, grade and nature of the reported cases, the specific reward standards are as follows:

1. If it is a first-class report reward, it will be rewarded according to 5% of the case value; If the amount of reward is less than 500 yuan in proportion, it will be rewarded in 500 yuan.

2. If it is a two-level reward, it will be rewarded according to 3% of the case value; If the amount of reward is less than 300 yuan in proportion, it will be rewarded in 300 yuan.
