CBS information is sent by one or more CBEs connected to the CBC, and then sent by the CBC to the BTS through the BSC, and then broadcast to the MSs in the cell. A CBC can be connected to multiple BSCs, and each BSC can only be connected to one CBC. Its basic structure is shown in the figure below.

Among them:

CBE is responsible for initiating the cell broadcast short message service and formatting the CBS, including dividing a CBS message into Multiple pages etc.

CBC is responsible for the management of cell broadcast short messages, such as: CBS message number, modification and deletion of messages stored in BSC, broadcasting, and labeling of broadcast parameters: number of cells (geographical range). Start and stop broadcast time, the number of repeated broadcasts, and functions such as CBCH query and short message query.

OMP is responsible for local or remote maintenance of CBC, mainly including performance, configuration, fault, security management and other functions.

BSC is responsible for supporting the functions of the cell broadcast system, including: translating command operations sent by CBC; storing cell broadcast short messages; arranging cell broadcast short messages on CBCN; when the required repetition interval cannot be completed, Send instructions back to CBC; when the received command is successfully executed, send a response back to CBC; when the received command cannot be understood or executed, report failure to CBC; find the route of the corresponding BTS to send the cell broadcast short message; Transmit cell broadcast service information to the corresponding BTS and determine the channel to be used; generate a pre-arrangement message and determine the time to be transmitted.

BTS is responsible for transmitting CBS messages and selectively generating CBCH load indication messages.

MS is responsible for the reorganization of message pages and reconstruction of CBS messages.
