The local outlet at the place of delivery shall prevail. Currently, express delivery to areas not affected by the epidemic in Hangzhou is being delivered normally. Express delivery to Hangzhou from other places is subject to the epidemic prevention and control requirements of the place of delivery, and there are indeed cases where shipments to Hangzhou are suspended.

As for the situation where express delivery cannot be collected and delivered, Liu Qin, a staff member of the Hangzhou Postal Administration Bureau, explained that the postal management department has conducted a detailed investigation into the situation of express delivery companies in Hangzhou. Currently, all express delivery brands are delivering normally. Some express shipments may be delayed due to the epidemic, so please be understanding.
