Can I call the police if I am threatened by SMS?

If someone constantly and frequently sends you text messages to threaten your safety, which has violated public security management and is suspected of "threatening", you can call the police, and the public security organ will punish the person who sends text messages to threaten others' personal safety according to Article 42 1 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment.
