Article 2 These Measures shall be observed in issuing and disseminating early warning signals within the administrative area of this province. Article 3 The term "early warning signal" as mentioned in these Measures refers to the early warning information icons released to the public by the meteorological offices and stations subordinate to the competent meteorological departments (hereinafter referred to as meteorological offices and stations) in order to effectively defend against and mitigate sudden meteorological disasters. The warning signal consists of three parts: name, icon and meaning. The specific contents of early warning signals and defense guidelines shall be implemented in accordance with the relevant provisions of the competent meteorological department of the State Council (attached).

According to the severity and urgency of disasters, early warning signals are generally divided into four levels: general (level IV), heavy (level III), serious (level II) and particularly serious (level I). The colors are blue, yellow, orange and red in turn, and are marked in Chinese and English.

When multiple meteorological disasters occur at the same time or are predicted to occur, multiple early warning signals can be issued at the same time according to corresponding standards. Article 4 Early warning signals in this province are divided into ten categories, such as typhoon, rainstorm, high temperature, cold wave, fog, thunderstorm and gale, gale, hail, blizzard and road icing.

The types of early warning signals issued by meteorological stations subordinate to the municipal and county-level meteorological authorities shall be determined by the provincial meteorological authorities and reported to the China Meteorological Bureau for the record. Meteorological offices and stations subordinate to the competent meteorological departments at or above the county level shall uniformly issue early warning signals, indicating the meteorological disaster areas. Meteorological offices and stations can only issue early warning signals within the responsibility area of this forecast business, and no other organization or individual may issue early warning signals to the society in any form.

Meteorological offices and stations shall issue early warning signals in a timely and accurate manner, and update or cancel early warning signals in a timely manner according to weather changes. Article 9 Meteorological offices and stations shall issue early warning signals in a timely manner through radio, television, newspapers, telecommunications (including meteorological voice telephone, mobile phone short messages and the Internet) and other media, report relevant information to the people's government at the corresponding level in a timely manner, and notify relevant administrative departments of electric power, transportation, water conservancy and public facilities management service units. Article 10 When broadcasting, television, newspapers, telecommunications and other media disseminate early warning signals to the public, they shall use timely early warning signals directly provided by meteorological stations completely and accurately, and indicate the release time and the name of the meteorological station, and shall not change the contents and key terms of early warning signals.

The specific measures for broadcasting early warning signals shall be formulated by the competent meteorological department of the province in conjunction with the competent departments of radio and television, press and publication, telecommunications and other provinces. Eleventh people's governments at or above the county level and the relevant administrative departments shall promptly notify the relevant people's governments, administrative departments and units at lower levels after receiving the information reports and notifications of Class I and Class II early warning signals; Township people's governments and sub-district offices that may have sudden meteorological disasters shall promptly notify the relevant village (neighborhood) committees.

Electric power, transportation, water conservancy and other public facilities management service units shall, after receiving the early warning signal information notice, do a good job in defense in time. Twelfth competent meteorological departments at all levels shall set up early warning signal electronic display boards in a prominent position in the city.

Public electronic display boards set up by people's governments at all levels, as well as professional electronic display boards set up by railway, civil aviation, transportation, public security, construction, tourism and other departments and units, shall receive and display early warning signals in time. Thirteenth acts in violation of these measures shall be punished by the competent meteorological departments in accordance with the provisions of relevant laws and regulations. Fourteenth meteorological station staff dereliction of duty, resulting in early warning signal omission, misstatement, shall be given administrative sanctions; If a crime is constituted, criminal responsibility shall be investigated according to law.
