Construction sites, public service places of hydropower industry, commercial buildings and other key places in the whole region will implement the work plan of "ten strict" measures for epidemic prevention and control in the autonomous region.

On February 6, 2007, Comrade Qin Rupei, executive deputy commander of the leading group headquarters of the autonomous region epidemic prevention and control work and executive vice chairman of the autonomous region government, gave instructions on doing a good job in the "Ten Stricts" related work of the epidemic prevention and control work in key places in the autonomous region (Gui Xinzhi [2020] No.49). In order to effectively implement the corresponding "Ten Strict" measures for epidemic prevention and control in construction sites, water, electricity, public service places, commercial buildings and other key places in the whole region, establish and improve the working mechanism, and coordinate the epidemic prevention and control and the restoration of economic and social order, combined with the actual situation of related industries, this work plan is specially formulated.

Third, the work measures

(1) Pay close attention to mobilization and deployment. Led by the Housing and Urban-Rural Development Department of the Autonomous Region, the Transportation Department, the Water Resources Department, the Communications Administration, the Guangxi Supervision Bureau of Civil Aviation, the Guangxi Business Department of the Southern Energy Supervision Bureau, and key enterprises in related industries such as Guangxi Power Grid Co., Ltd., China Railway Nanning Bureau Group Co., Ltd. and Guangxi Construction Engineering Group set up the main venue in the Housing and Urban-Rural Development Department of the Autonomous Region, and set up sub-venues in 14 districts and cities in the whole region. Hold a video conference in the whole region, and immediately deploy key places such as construction sites, water, electricity, public service places and commercial buildings in the whole region to implement the "ten strict" measures for epidemic prevention and control in the autonomous region. The Department of Transportation, the Department of Water Resources, the Communications Administration, the Guangxi Supervision Bureau of Civil Aviation, the Guangxi Business Department of Southern Energy Supervision Bureau, and China Railway Nanning Bureau Group Co., Ltd. are responsible for the implementation of the "Ten Strict" measures for the prevention and control of epidemic situation in professional projects such as transportation, water conservancy, civil aviation, electric power, communications and railways. Guangxi Power Grid Co., Ltd. is responsible for implementing the "Ten Strict" measures for epidemic prevention and control of power supply companies.

Relevant departments of all localities shall be responsible for the prevention and control of epidemic situation in their own areas in accordance with the principle of territorial management.

The main person in charge of the construction unit in the construction site is the first person in charge of epidemic prevention and control in this site, the legal representatives and operators of water, electricity and public service places are the first person in charge of epidemic prevention and control in this site, and the management units, property rights units and users of commercial buildings are the first person in charge of epidemic prevention and control in this building. It is necessary to effectively assume the main responsibility for epidemic prevention and control, formulate a work plan for epidemic prevention and control, clarify objectives and tasks, refine specific measures, implement personnel responsibilities, and effectively implement the "ten strictness" of epidemic prevention and control.

(3) Set up special working classes. (4) Carry out extensive publicity. All construction sites, public service places of hydropower industry and main units of epidemic prevention and control in commercial buildings should post posters and slogans of "Ten Strict" measures, continuously broadcast the contents of "Ten Strict" measures by using LED display screens, and widely publicize the series of "Ten Strict" measures in corresponding construction sites, public service places of hydropower industry and commercial buildings, so as to improve the self-protection awareness of on-site personnel, personnel who come to handle business and personnel of construction units. The competent departments of various industries in all districts and cities are responsible for publicizing the "Ten Strict" measures. It is necessary to incorporate the publicity and implementation of the "Ten Strict Measures" into the key content of epidemic prevention and control publicity and education, formulate practical work measures in combination with the actual situation of the local system, and comprehensively publicize the "Ten Strict Measures" through television, newspapers, radio, websites, speakers, WeChat official accounts, SMS platforms, mobile apps and other forms. In the fastest way, in a form that the masses can understand, we will increase publicity and provide strong public support so that everyone can know and abide by the "ten strict" measures. The relevant departments and units of the autonomous region shall, in accordance with their duties, increase the publicity and implementation of this industry.

(5) Submit information in time. The relevant units of the autonomous region and the municipal housing and construction departments shall designate a liaison person to submit the implementation of the "Ten Strict" measures to the special class of the Housing and Urban-Rural Construction Department of the autonomous region every day. Information reporting strictly implements the central government's decision-making and deployment on reducing the burden on the grassroots. (1) Strengthen organizational leadership. (2) Strengthen deployment arrangements. All relevant departments and bureaus, localities and departments shall, in accordance with the division of responsibilities, formulate and implement the "Ten Strict" work plan and make careful arrangements to ensure that the requirements of the "Ten Strict" measures are communicated to every construction site, every water, electricity and public service place and every building. At the same time, it is necessary to strengthen emergency preparedness and make emergency plans to ensure that when confirmed or suspected cases appear, they can be disposed of and isolated at the first time, resolutely prevent the spread of the epidemic and build a defense line for the epidemic.

(3) Strengthen supervision and inspection. All localities and relevant departments should, in accordance with the division of responsibilities, intensify the inspection of the implementation of the "Ten Strict" measures for epidemic prevention and control in the autonomous region in key places such as corresponding construction sites, water, electricity, public service places and commercial buildings in the region, and urge enterprises to effectively implement the main responsibility.
