(1) fixed communication service
Fixed communication refers to the communication between communication terminal equipment and network equipment mainly through cables or optical cables, so as to realize the mutual communication between users. Users of local telephone network can call users of local telephone network in another long-distance number area by dialing domestic long-distance prefix and long-distance area code.

Fixed network international long distance telephone service
Fixed-line international long-distance telephone service refers to the international telephone service provided between countries or between countries and regions through international telephone networks (including ISDN networks). Users of domestic telephone network can call users in another country or region by dialing international long-distance prefix and country (region) code.
Fixed-line international long-distance telephone service includes the following main types of services:

IP telephone service
IP telephone service generally refers to the telephone service provided through IP network or through telephone network and IP network using IP network protocol.
The IP telephone service here refers to telephone-telephone and PC-Phone telephone services provided by telephone network and IP network, and its business scope includes domestic long-distance IP telephone service and international long-distance IP telephone service. International communication facilities service business
International communication facilities refer to the ground transmission networks and network elements needed to realize international communication services. International communication facilities service industry refers to the construction, lease and sales of international communication facilities.

Operators of satellite international private line services must establish their own satellite communication network facilities.

Data communication services are all kinds of data transmission services provided through Internet, Frame Relay, ATM, X.25 packet switching network, DDN and other networks.
According to the needs of management, data communication services are divided into two categories. The first type of data communication services include Internet data transmission services, international data communication services, public telegraph and telex services.
1. Internet data transmission service
Internet data transmission service refers to the service of transmitting user-generated IP packets from the source network or host to the target network or host by using IP technology.
Internet data transmission business operators must establish their own Internet backbone network and Internet international entrances and exits. 2. International data communication services
International data communication service is a service that provides users with permanent virtual circuit (PVC) connection through frame relay, ATM and other networks, and provides data or image transmission through international lines or international private lines.
International conference and television services provided by international private lines and data services of international closed user groups belong to international data communication services.
Operators of international data communication services must establish their own international service networks, such as frame relay and ATM. Operators without international communication facilities and business operation rights shall not build international transmission facilities, and must rent international transmission facilities from operators with corresponding operation rights.
3. Public telegraph and telex services

2. Wireless data transmission service
Wireless data transmission service refers to the end-to-end data transmission service provided by wireless means, which is not included in the above-mentioned basic telecommunication services. This service can provide roaming service, which is generally regional.
Systems that provide this service include CDPD, PLANET, NEXNET, Mobitex and others. Two-way paging is an application of wireless data transmission service.
Wireless data transmission business operators must set up their own wireless data transmission network.
