First, strengthen leadership and improve institutions.

After the city's mass work conference, the town party Committee attached great importance to it and quickly established a leading group with the party secretary as the team leader, the mayor, the chairman of the National People's Congress and the director of the Liaison Office of the Chinese People's Political Consultative Conference as the deputy team leader, and other deputy party and government leaders as members, and set up an office with the chairman of the National People's Congress as the office director, the leaders in charge of discipline inspection, organization and comprehensive management as the deputy directors. The group work office has a public service center, a comprehensive management center and a publicity and cultural center. Workers in villages and communities have set up mass workstations, which are led by the leaders of Lian Village or municipal units as stationmasters, the village secretary as executive deputy stationmasters, and the municipal cadres, middle-level cadres in Lian Zhen Village and village directors as deputy stationmasters of internal affairs, central work and letters and visits respectively.
