3. SMS service fee: the SMS service fee for the 3-year bursary of the secondary vocational card is exempted.

4. Small account management fee: the small account management fee corresponding to the main account of the secondary vocational card is exempted for 3 years.

5. Batch handling fee: the centralized handling fee for secondary vocational card grants is exempted.
