The "Regulations on the Implementation of the Road Traffic Safety Law" clearly stipulates that driving a motor vehicle is not allowed to make or answer mobile phones, watch TV and other acts that hinder safe driving.

There are three major hazards in making a phone call or answering a phone while driving: First, it distracts the driver's attention. When making or answering a phone call, the brain reaction is 30% slower than that of drunk driving, and the reaction speed of young drivers is only equivalent to that of 70-year-old drivers, which greatly weakens the adaptability of drivers; Second, the risk of traffic accidents caused by driving on the phone is four times higher than usual, and more than 30% of fatal traffic accidents are caused by drivers' inattention; Third, dialing or answering mobile phones while driving will also affect the traffic efficiency of other vehicles and aggravate road traffic congestion.

According to the survey data, the probability of causing a car accident by texting while driving is 23 times that of normal people; When sending text messages, the eyes usually stay on the screen of the mobile phone for nearly 5 seconds. At a speed of 80 to 90 km/h, 5 seconds is enough to drive a football field. This five seconds is enough for the driver to avoid the accident before it almost happened.
