Chapter I General Provisions Article 1 In order to promote and standardize the sharing of government information resources, speed up the construction of "digital government", promote the business collaboration of government departments, improve administrative efficiency, and enhance the government's governance capacity and service level, these measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this province. Article 2 These Measures shall apply to the sharing of government information resources among government departments within the administrative region of this province.

Government information resources involving state secrets shall be implemented in accordance with relevant laws and regulations on confidentiality. Article 3 The meanings of the following terms in these Measures:

(1) Government information resources refer to all kinds of information generated or obtained by government departments in the course of performing their duties, including information resources collected by government departments directly or through third parties according to law, managed by authorization according to law and formed by relying on government information systems.

(2) Administrative departments refer to administrative organs at all levels and institutions and social organizations with administrative functions authorized by laws and regulations.

(three) the sharing of government information resources refers to the behavior of government departments to use and provide government information resources for other government departments because of the need to perform their duties. Article 4 The principle of government information resources is sharing, with the exception of not sharing; Follow the principles of demand orientation, free use, unified standards, overall management, safety and controllability, and strict confidentiality. Fifth people's governments at or above the county level shall strengthen the organization and leadership of the sharing of government information resources, coordinate and solve major problems in the sharing of government information resources, and incorporate the required funds into the fiscal budget at the corresponding level. The general office of the sixth provincial people's government is the competent department in charge of the sharing of government information resources in the province, and is responsible for promoting, guiding, coordinating and supervising the sharing of government information resources in the province; The administrative service department of the provincial people's government is responsible for the specific work. All departments of the provincial people's government are responsible for guiding and supervising the sharing of government information resources in this system.

The competent departments of the people's governments of cities, autonomous prefectures and counties (cities, districts) with districts are responsible for promoting, guiding, coordinating and supervising the sharing of government information resources within their respective administrative areas.

Network information, development and reform, finance and other departments do a good job in sharing government information resources in accordance with their duties. Seventh government departments are responsible for the communication between their government information systems and the sharing platform of government information resources (hereinafter referred to as the sharing platform), and provide, obtain and use government information resources according to the catalogue of government information resources. Chapter II Management of Government Information Resources Article 8 Government information resources shall be subject to catalogue management.

The administrative service department of the provincial people's government, the administrative department in charge of sharing government information resources of the people's governments of cities divided into districts and autonomous prefectures shall regularly publish the catalogue of government information resources at the corresponding level. Ninth government information resources directory is divided into basic information resources directory, subject information resources directory and departmental information resources directory.

The catalogue of basic information resources and the catalogue of subject information resources shall be compiled by the government-led department in conjunction with relevant departments in accordance with the provisions of the state and this province, audited by the competent department of information resources sharing of the government at the same level, and published and maintained by the government-led department on the sharing platform; The catalogue of departmental information resources is compiled by the government departments in accordance with the provisions of the state and this province, audited by the competent department of information resources sharing of the government at the same level, and published and maintained by the government departments on the sharing platform.

The catalogue of government information resources compiled by government departments shall specify the scope of use and sharing methods of government information resources. Tenth government departments should regularly update the catalogue of government information resources.

Where laws and regulations are revised or administrative functions are changed, the administrative department responsible for compiling the catalogue shall update the catalogue of government information resources within 15 working days from the date of revision of laws and regulations or change of administrative functions, and report it to the competent department of government information resources sharing of the people's government at the same level for the record. Eleventh government departments should collect government information resources in accordance with the law, timely, comprehensive and accurate, and be responsible for the standardization, integrity, accuracy, consistency, timeliness and accessibility of government information resources.

Chapter III Utilization of Government Information Resources Article 14 Government information resources shall be shared through a sharing platform. Due to special circumstances, it is really necessary to implement sharing by other means, which shall be approved by the competent department of information resources sharing of the people's government at the same level. Article 15 The administrative service department of the provincial people's government and the administrative information resource sharing department of the people's governments of cities divided into districts and autonomous prefectures shall, in accordance with the provisions of the state and the province, build and manage the sharing platform at the corresponding level by relying on the provincial e-government extranet; It is clear that the shared platform management unit is responsible for the operation and maintenance of the shared platform and provides technical support for government departments to access the shared platform.

The sharing platform of cities and autonomous prefectures divided into districts shall be connected to the provincial sharing platform.

County (city, district), township (town) people's governments and sub-district offices will no longer build new sharing platforms; The existing sharing platform should be connected with the sharing platform of cities and autonomous prefectures with districts.
