Recently, Nanjing issued the "Implementation Opinions on Compulsory Education Admission in 2023" (hereinafter referred to as "Opinions"). This year, Nanjing has fully implemented "sunshine enrollment", and it is strictly forbidden to set up key classes, fast and slow classes and experimental classes, and it is not allowed to divide fast and slow classes in disguised form in the form of hierarchical classes. Schools in all districts shall not handle the registration and transfer procedures for students who enroll students in violation of regulations and transfer students in violation of regulations.

From May 10, the education bureaus of all districts in Nanjing will announce the implementation plan and detailed rules of compulsory education enrollment in this district, and clarify the enrollment methods, registration requirements, work arrangements and teaching areas of compulsory education schools in this district. From May 18, all compulsory education schools will disclose enrollment information through different channels, such as the school website, official WeChat account and posting.

The Opinions make it clear that all compulsory education schools must strictly abide by the Compulsory Education Law of People's Republic of China (PRC), and may not enroll students by written examination, interview (heart-to-heart) or evaluation. It is strictly forbidden to use all kinds of competition certificates, competition results or grade certificates as the basis for enrollment. It is strictly forbidden to jointly organize various examinations with social training institutions for the purpose of selecting students, or take the examination results organized by social training institutions as the basis for enrollment.

It is reported that public schools enroll students by means of registration or written notice, and hot public schools continue to implement the computer allocation method. If the number of applicants in private schools exceeds the number of enrollment plans, all applicants will be randomly assigned by computer; If the number of applicants does not exceed the number of enrollment plans, they will be admitted at one time. When the junior high school enrollment plan of a non-governmental unified school is less than the number of people directly needed by its primary schools, only computer random allocation will be made; If there is still surplus after ensuring the demand for direct recruitment in primary schools, and the surplus places are less than the number of applicants, they should also be admitted by computer random allocation.

In addition, students who are interested in attending private schools, hot-spot public schools with computer allocation plans, and Nanjing Foreign Language School can sign up for computer random allocation at designated places in each district as long as they meet the requirements of their respective districts. Students from Grade One to Grade Three can choose at most two private primary schools and hot public primary schools to register, while students from Grade Three can choose at most two private junior high schools, hot public junior high schools and Nanjing Foreign Language School to register.

After registration, if the computer is used for random allocation (when the number of applicants is less than the number of enrollment plans, the enrolled students will be regarded as allocated), they need to go to the school site for confirmation from June 25th to July 5th, and go through relevant follow-up procedures. The deadline is July 5 17:00. Those who fail to confirm on site within the time limit are deemed to have given up. If you are assigned by two schools at the same time, you must clearly choose 1 school.

Consistent with previous years, Nanjing continues to implement the computer random allocation policy of "twins (multiple births) binding". Parents can voluntarily apply for "binding twins (multiple births)" when their twins (multiple births) children participate in computer random allocation registration. If you are bound to participate in computer allocation, twins are allocated as one number, and they are allocated or not; If parents do not apply, twins (multiple births) children will participate in computer allocation alone like other ordinary students.
