Chapter I General Provisions
Article 1 In order to standardize the management of safety production in bus passenger stations and strengthen the main responsibility of safety production in bus passenger stations, this specification is formulated in accordance with the Law of People's Republic of China (PRC) on Safety Production, the Regulations of the People's Republic of China on Road Transportation and relevant laws, administrative regulations and rules.
Article 2 This Code is applicable to the safety production management of bus stations at all levels (hereinafter referred to as bus stations).
Article 3 Operators of bus passenger stations shall implement the laws, administrative regulations and policies of the state on production safety, formulate production safety management objectives, production safety management systems, operating procedures and supervision and management systems in accordance with this Code, and organize their implementation.
Fourth transportation departments and road transport management institutions shall supervise the safety production of bus passenger stations, and urge the operators of bus passenger stations to perform the duties of source management of safety production.
Chapter II Responsibilities of Safety Production Management
Article 5 The overall goal of safety production management in bus terminal is to control the source of safety production in bus terminal and effectively prevent and reduce safety production accidents caused by inadequate source management in bus terminal.
Sixth bus station operators should adhere to the safety production policy of "safety first, prevention first, comprehensive management" and implement the main responsibility of safety production.
Article 7 The legal representative of the bus terminal is the first person responsible for production safety, and is fully responsible for the production safety of the bus terminal. The leaders in charge of production safety are directly responsible for production safety, and other leaders in charge are responsible for production safety within their business scope. The leaders and staff of the bus terminal implement the system of "one post and two responsibilities", which is not only responsible for the business work in charge, but also for the safety production work in charge of the business scope.
Eighth bus terminal operators should constantly improve the safety production management system, improve the safety production management institutions, ensure the safety production investment, implement the safety production management responsibility of the stingy department, and standardize the working procedures of each post.
Ninth bus terminal operators should strictly check the personnel and vehicles entering and leaving the bus terminal to ensure "three no stops" and "five no stops".
"No stopping" means: dangerous goods, irrelevant personnel (departure area) and irrelevant vehicles.
"Five no-exits" means: overloaded buses do not leave the station, buses that fail to pass the safety inspection do not leave the station, buses that fail to meet the requirements of drivers do not leave the station, buses with incomplete documents do not leave the station, and the Exit Registration Form does not leave the station without approval and signature.
Tenth bus terminal operators shall sign a safety responsibility agreement with road passenger transport operators, and clarify the safety responsibilities of both parties according to law.
Eleventh safety accidents and dangerous situations, bus terminal operators should be in accordance with the "Regulations" and other relevant provisions of the production safety accident reporting, investigation and handling, timely report to the relevant departments.
Twelfth bus terminal operators should cooperate with the relevant departments to organize safety publicity, safety inspection, accident handling, accountability and other work, and the preventive and corrective measures put forward by the relevant departments should be strictly implemented.
Chapter III Basic Guarantees for Safe Production
Article 13 A bus station shall set up a safety production management institution or a safety production management post according to law, organize the implementation of various safety production management systems of the bus station, and urge relevant personnel to earnestly perform their safety production management duties.
Fourteenth bus stations should be equipped with safety production management personnel, and keep the safety production management personnel relatively stable. Bus terminals above Grade III shall be equipped with full-time safety production management personnel, and bus terminals below Grade IV shall be equipped with full-time or part-time safety production management personnel. The number of full-time and part-time safety production management personnel should meet the needs of work. The safety production management personnel of the bus terminal shall have experience in safety production management and be familiar with the operation procedures of safety production business in each post.
Fifteenth bus terminal operators should formulate safety operation rules, standardize the activities of staff in various positions related to safety production.
Article 16 The operator of a bus terminal shall formulate an annual and long-term continuing education and training plan for its employees, especially the safety production management personnel, define the training content and annual training time, and ensure that the relevant personnel have the necessary knowledge and ability of safety production management. Safety production management personnel should receive more than 20 hours of training every year.
Seventeenth bus terminal operators should hold a safety meeting at least once every quarter and a safety meeting at least once a month to analyze and find out the defects of the safety production management system and the weak links of safety management. After the occurrence of a serious accident, the bus terminal operator shall promptly hold a safety production analysis meeting, investigate the employment, training, assessment, appointment and operation management of the bus terminal of the parties to the accident, and deal with the relevant responsible persons.
Eighteenth bus terminal operators should refine the decomposition of production safety management indicators, formulate phased production safety control indicators, and conduct assessment and rewards and punishments according to the responsibility for production safety, and regularly publish the assessment and rewards and punishments.
Nineteenth bus terminal operators should establish and improve the safety production management registration ledger and files, and properly keep them for future reference.
Twentieth bus terminal operators should ensure the safety production funds. The investment in safety production funds shall not be less than 0.5% of the total passenger agency fee of the passenger station in the previous year, and shall be used exclusively for safety production expenditures, mainly including: purchase and maintenance of safety production facilities and equipment, safety production inspection and evaluation, safety education and training, emergency rescue drills, emergency rescue and disaster relief, and accident aftermath treatment.
The annual balance of safety production funds can be carried forward to the next year. When the safety production funds were insufficient, the excess part was charged according to the normal cost channel.
Twenty-first bus terminal operators should actively adopt new technologies and equipment, implement modern scientific management methods, and constantly improve the conditions for safe production.
Twenty-second bus terminal operators should provide necessary service facilities and temporary rest places for passenger drivers and flight attendants.
Twenty-third bus terminal operators should be equipped with safety fire fighting equipment and fire fighting equipment in accordance with the relevant provisions of the state, and ensure that they are complete and effective.
Twenty-fourth bus terminal operators should formulate emergency plans related to natural disasters, sudden increase in passenger flow, public health and other emergencies. The emergency plan shall include reporting procedures, emergency command, communication, emergency equipment reserve and disposal measures.
Chapter IV Safety Production Management System
Twenty-fifth bus terminal operators should establish a dangerous goods blocking system, and take the following measures to prevent flammable, explosive and corrosive dangerous goods from entering the station:
(1) Formulating dangerous goods inspection procedures and standardizing the inspection and interception of dangerous goods;
(two) set up a special dangerous goods blocking post. Carry out safety inspection on the luggage and checked bags carried by passengers at the entrance and other key links, and register the seized dangerous goods and keep them properly or handle them according to regulations;
(three) equipped with the necessary inspection equipment. A passenger station shall be equipped with baggage and parcel safety inspection equipment; Bus stations below Grade II should actively create conditions, install and use luggage and parcel safety inspection equipment, and improve the efficiency and quality of blocking dangerous goods.
Article 26 The operator of a passenger station shall establish a routine vehicle safety inspection system, conduct routine safety inspection of passenger cars in accordance with the requirements of the Items and Requirements for Routine Safety Inspection of Passenger Cars in Passenger Stations (see Annex), and take the following measures to prevent vehicles that have not been inspected and vehicles that have missed inspection (except for vehicles that need to be disassembled for structural reasons) from leaving the station:
(1) Designate special safety inspectors. Safety inspectors should be familiar with the bus structure, inspection methods and related technical standards, and pass the examination at the bus terminal;
(two) set up a special inspection site, equipped with automobile safety inspection platform and necessary instruments and equipment;
(three) strictly fill in the vehicle safety routine checklist. For passenger cars that meet the requirements, the safety routine inspectors shall fill in the Vehicle Safety Routine Checklist, affix the safety routine inspection seal of the bus passenger station, and issue the Notice of Safety Routine Inspection after signing.
The Notice of Safety Inspection is valid within 24 hours. When dispatching passenger cars, the dispatching department of the passenger station should check the Notice of Safety Case Inspection, and only after it is confirmed to be complete and effective can it be allowed to report for class.
Twenty-seventh bus terminal operators should establish an outbound inspection system to check the relevant situation of outbound buses and drivers, and it is strictly forbidden for unqualified buses and drivers to operate out of the station.
For outbound passenger cars, the main inspection "safety inspection qualified notice", driving license, "road transport certificate", passenger signs and the actual number of passengers; Mainly check driver's license, qualification certificate, etc.
Passengers and drivers who meet the requirements after exit inspection shall be recorded on the Exit Registration Form by the exit inspectors of the bus terminal and signed by the driver of the bus.
Chapter V Safety Production Supervision Rules
Twenty-eighth bus terminal operators should establish the internal supervision mechanism of passenger stations. Safety production management personnel are responsible for monitoring the safety production and operation of bus passenger stations, reporting potential safety hazards to the legal representative of passenger stations or leaders in charge of safety production, and proposing preventive measures and rectification suggestions.
The legal representative of the bus terminal or the leader in charge of safety production shall actively adopt the preventive measures and improvement suggestions put forward by the safety production management personnel, and organize personnel to implement and rectify them in time.
Twenty-ninth bus terminal operators shall organize safety inspection activities in a timely manner. Focus on checking the implementation of employee safety production business operation procedures and various safety production management systems.
Thirtieth bus terminal operators shall timely organize relevant experts to evaluate the safety production management system of bus terminal, and timely rectify and deal with the hidden dangers and existing problems of safety production according to the evaluation report, and improve the safety production management measures.
Thirty-first bus terminal operators should establish a safety production reporting system, publicly report the telephone number, mailing address or e-mail, and give full play to the supervisory role of passengers, news media and all sectors of society in the safety production management of passenger stations. The bus passenger station operator shall promptly investigate and deal with the reports and complaints about safety production received.
