The circular stressed that the general public must hold a negative nucleic acid test certificate within 48 hours if they have to leave Dongguan or go out of the province.

In order to quickly and effectively block the spread of the epidemic and ensure the health and safety of the general public, the notice on further strengthening personnel control is as follows:

First, strict personnel travel management. Accurately implement classified control measures, strictly implement the control requirements of key epidemic areas, and keep people in closed areas indoors; If the general public does not have to leave Dongguan or go out of the province, they must hold a negative nucleic acid test certificate within 48 hours; Party and government organs at all levels, enterprises and institutions, schools and travel agencies take the lead in implementing the requirements of not leaving Dongguan or the province unless necessary.

Second, strict traffic control. Traffic stations such as roads, railways, ports and docks should strengthen personnel guidance, avoid personnel gathering, and carefully check passenger information; All kinds of public transportation, taxis, and network cars should strictly implement prevention and control measures such as wearing masks, ventilation and disinfection, and do a good job in personal protection of staff; All kinds of public transportation should implement the prevention and control requirements such as temperature detection, clear travel, and passengers without red and yellow codes.
