First, the strategic significance and objectives and tasks of accelerating the development of county economy
County economy is the foundation and important part of national economy. Accelerating the development of county economy is an objective requirement to realize the sustained, rapid, coordinated and healthy development of the province's economy, a realistic need to build a well-off society in an all-round way and basically realize modernization ahead of schedule, an inevitable choice to adhere to Scientific Outlook on Development, coordinate urban and rural economic and social development and solve the "three rural" problems, and a strategic measure to promote the coordinated development of regional economy and comprehensively improve the comprehensive economic strength of the province. Since the reform and opening up, successive provincial party committees and governments have attached great importance to the development of county economy, and adopted a series of policies and measures, such as promoting comprehensive reform at the county level, implementing the strategy of strengthening counties, and supporting underdeveloped counties to carry out reform and opening up pilots. The county economy and social undertakings in our province have made great progress, and the comprehensive strength and people's living standards have been significantly improved. In 2002, the GDP of county economy accounted for 75.5% of the whole province, and the completed fiscal revenue accounted for 88%, of which the local fiscal revenue accounted for 45. 1%, the total retail sales of social consumer goods accounted for 72.3%, and the balance of savings deposits of urban and rural residents accounted for 68.9%. 15 counties (cities) entered the top 100 in China. County economy has become an important force to promote the economic and social development and maintain social stability in our province, and plays an increasingly important role in the overall situation of reform, development and stability in the province.
Compared with advanced provinces, there is still a big gap between the development of county economy in our province and the requirements of realizing the strategic goal of economic and social development in our province. Strong counties are not strong and weak counties are more prominent. At present, we are in a period of strategic opportunities to accelerate development. The development of county economy not only faces the severe challenge of weakening traditional advantages and increasing competitive pressure, but also faces new opportunities of strategic adjustment of economic structure and international industrial transfer. Building a new socialist Shandong that is "big and strong, rich and beautiful" and successfully realizing the strategic goal of "building a well-off society in an all-round way ahead of schedule and basically realizing modernization ahead of schedule" largely depends on the development level of county economy. All departments at all levels in the province should learn from Deng Xiaoping Theory and practice Theory of Three Represents, implement the requirements of "building the party for the public and governing for the people", fully understand the great significance of accelerating the development of county economy, enhance the sense of urgency and responsibility, make overall plans, blaze new trails, highlight key points and strengthen measures to achieve sustained, rapid, coordinated and healthy development of county economy.
Accelerating the development of county economy is an arduous historical task. We should fully implement the spirit of the 16th National Congress of the Communist Party of China and the Third Plenary Session of the 16th Central Committee, take Scientific Outlook on Development as the leader in the overall development of county economy, emancipate our minds, renew our concepts, start businesses by officials, work hard, persist in combining deepening reform with accelerating development, combine overall promotion with key breakthroughs, combine government promotion with market operation, combine external force with internal force, and combine economic means with organizational measures. Adhere to the overall planning of urban and rural development, regional development, economic and social development, harmonious development between man and nature, and domestic development and opening up, comprehensively enhance the vitality and competitiveness of county economy, upgrade the economic structure of generations, basically form a new pattern in which developed counties take the lead in development, medium-sized counties accelerate their rise, and underdeveloped counties leapfrog and catch up, and comprehensively promote the sustained, rapid, coordinated and healthy development of county economy. The whole province should unify their understanding, form joint efforts, effectively protect cultivated land, stabilize grain production, do a good job in strategic adjustment of economic structure, do everything possible to increase farmers' income, and accelerate the process of agricultural industrialization, new industrialization, economic internationalization and urbanization. In terms of work guidance, we will focus on 30 economically strong counties and 30 economically underdeveloped counties, help the strong and help the weak, and promote the all-round development of county economy.
The overall goal of the county-level economic development in the province is that, after five years' efforts, the county-level economic development speed in the province is obviously accelerated, the economic structure is obviously optimized, the overall competitiveness is obviously enhanced, the financial situation is obviously improved, the income of the masses is obviously increased, the urban and rural appearance is obviously improved, various undertakings are further developed, the degree of social civilization is obviously improved, and the construction of grassroots organizations is obviously strengthened. By 2007, the GDP of county economy will double that of 2002, and most counties (cities, districts) will be more than self-sufficient in local finance. Strive for about 20 counties (cities) to enter the national top 100 counties, and those counties (cities) that have already entered the national top 100 counties (cities) strive to move forward.
Second, earnestly grasp the focus of accelerating the development of county economy.
1. Accelerate the strategic adjustment of economic structure and improve the comprehensive competitiveness of county economy.
Agriculture is the foundation of the national economy, so we should deeply understand the importance of the "three rural issues" and take solving the "three rural issues" as the top priority of the party's work. From the strategic height of building a well-off society in an all-round way, we will further enhance our consciousness and initiative in solving the problems concerning agriculture, rural areas and farmers, and do all the work in a down-to-earth manner. Conscientiously implement the Opinions of Shandong Provincial Party Committee and Provincial People's Government on Further Strengthening Agriculture and Rural Work (Lufa [2003] No.6), focus on increasing farmers' income, coordinate urban and rural economic and social development, vigorously adjust the agricultural industrial structure, optimize the regional layout of high-quality agricultural products, cultivate and expand leading industries and regional characteristic industries, and gradually form a high-quality and efficient agricultural industrial belt (area) with certain scale and characteristics. Vigorously promote the industrialized operation of agriculture, give play to the important role of leading enterprises in the adjustment of rural industrial structure, improve the comprehensive benefits of agriculture and the degree of farmers' organization, and promote the transformation from traditional agriculture to modern agriculture. We should vigorously develop various economic cooperation organizations that effectively represent the interests of farmers, so that farmers can enjoy benefits in all aspects before, during and after delivery. Adapt to changes in domestic and international market demand, actively guide farmers to organize production according to standardization, establish and improve quality standards and inspection systems for agricultural products, and improve the quality and market competitiveness of agricultural products. Attach great importance to the development of rural roads, water, electricity, medicine and learning, vigorously develop forestry and animal husbandry, do a good job in environmental greening, strengthen pollution control, and improve rural production and living environment. We should attach great importance to the protection of cultivated land, basic farmland and farmers' vital interests. Attach great importance to grain production, improve production conditions, protect and improve comprehensive grain production capacity, and ensure food security. Correctly handle the relationship between adjusting and protecting grain fields, increasing farmers' income and grain production, fully implement the party's rural policy, and mobilize farmers' enthusiasm.
Industrialization is an important symbol of modernization and the leading force to accelerate the development of county economy. It is necessary to put accelerating the process of industrialization in a more prominent position and take a new road of industrialization with high scientific and technological content, good economic benefits, low environmental pollution and full play to the advantages of human resources. Combined with the construction of manufacturing base in Jiaodong Peninsula, we will actively undertake the industrial transfer of developed countries and regions, give play to comparative advantages, strive to cultivate and expand pillar industries and advantageous enterprises, upgrade the industrial level, extend the industrial chain, and form an industrial structure with county characteristics. Where conditions permit, with the approval of the provincial government, make overall planning, rational layout, scientific positioning, highlight characteristics, run the industrial park well, guide the capital, talents, technology and other production factors to gather in the park, avoid repeated investment and waste of facilities, and make the park a main carrier to promote industrialization, a high-tech incubator and a new urban construction area. Resolutely stop the construction of projects with low level, high consumption, great waste and serious pollution.
The tertiary industry is an important growth point of county economic development. It is necessary to speed up the construction of the market system and prosper urban and rural trade. Actively cultivate the factor market and improve and perfect the financial system that adapts to the development of county economy. Give full play to local advantages and vigorously develop tourism. Promote the use of modern management methods and service technologies, transform traditional service industries, actively develop emerging industries such as modern logistics, information consultation and community service, and improve the development level of the tertiary industry.
2. Innovate the system and mechanism to continuously enhance the vitality of county economic development.
To accelerate the development of county economy, we should take system reform and system innovation as the fundamental driving force and give play to the basic role of the market in resource allocation. Deepen the reform of property rights system, speed up the withdrawal of state-owned assets from general competitive fields, basically complete the task of restructuring state-owned and collective enterprises in counties and townships this year and next, and promote the healthy development of township enterprises. Vigorously develop the non-public economy, actively guide domestic and foreign investors to participate in the restructuring and reorganization of county enterprises, participate in urban infrastructure construction, and participate in agricultural development, thus adding new vitality to the development of county economy. Conscientiously implement the relevant provisions of the state and province on the institutional reform of counties and townships, and intensify the administrative and institutional reform of counties and townships. In accordance with the principle of streamlining and efficiency, we will comprehensively clean up the redundant personnel, strictly implement the institutional establishment of administrative institutions, reduce the number of financial support personnel, further transform government functions, improve administrative efficiency, and reduce the financial burden. Deepen the reform of rural taxes and fees, further improve various supporting reform measures, strictly control the "three chaos" and effectively reduce the burden on farmers. On the premise of maintaining the long-term stability of rural land in contract relationship, we should standardize and guide the transfer of land contractual management rights in accordance with the principles of legality, voluntariness and compensation. Deepen the reform of the grain circulation system, fully liberalize the grain market, and realize direct subsidies to grain farmers.
3. Focus on the "three highlights" and strive to improve the level of county economic development.
Insisting on opening to the outside world and expanding investment attraction is the key to enhance the stamina of county economic development and improve the level of county economic development. We should choose the right main direction, seize the favorable opportunity of industrial transfer in Japan, South Korea, Europe and the United States, and carry out all-round economic and technological cooperation with developed countries and regions. Private economy is the most dynamic growth point of county economy. In accordance with the requirements of the province on further accelerating the development of the private economy, we should eliminate all ideological obstacles that restrict the development of the private economy, abolish all discriminatory policies that restrict the development of the private economy, eliminate all backward management methods and behaviors, treat enterprises of other ownership equally in terms of market access, supervision and management, development policies, etc., so as to be confident and bold in thinking, relax in policies and let go in work, and expand the development space of the private economy in more fields and in a wider scope.
Science and technology and talents are the decisive factors to improve the comprehensive competitiveness of county economy. It is necessary to give full play to the important role of science and technology in economic development, vigorously develop high-tech industries, increase the introduction, development and popularization of advanced practical technologies, and upgrade traditional industries with advanced technologies. Strengthen popular science education and strengthen the construction of science and technology popularization and application system. Adhere to both independent innovation and selective introduction, and vigorously promote the progress of agricultural science and technology. Establish an effective talent incentive mechanism and actively explore specific measures for knowledge, technology, management and other production factors to participate in the distribution. Strengthen the construction of talent team, and strive to cultivate and introduce a large number of talents who can be used and retained in the county economy and can solve practical problems. Encourage all kinds of professional and technical personnel to set up high-tech enterprises at the grassroots level, or carry out high-tech research, application development and business activities by means of technology shareholding and cooperation in tackling key problems. Guide and encourage government officials and institutions to lead enterprises at the grassroots level in accordance with relevant state regulations.
4. Coordinate urban and rural economic and social development and promote all-round progress of social undertakings.
Coordinating urban and rural economic and social development is an important guiding principle that must be adhered to in order to do a good job in county economy. It is necessary to promote the integration of urban and rural areas, scientifically and rationally utilize county resources, maximize the efficiency of use, and enhance the agglomeration effect and radiation-driven role of cities and towns. At present, we should take the development of county towns and 1-2 central towns as the focus of promoting urbanization, and do a good job in planning, construction and management. County towns should make overall consideration with the development of regional central cities, and link up with the construction planning of Shandong Peninsula urban agglomeration, so as to realize overall development, infrastructure enjoyment, complementary industries and efficient allocation of resources, and form a satellite city with outstanding characteristics, complementary advantages and adaptability to regional central cities.
It is a long-term strategic task to coordinate urban and rural employment and accelerate the transfer of rural labor force. Provincial, municipal and county governments should arrange special funds every year to guide social forces to carry out vocational skills training for rural laborers in various ways. Deepen the reform of the household registration system, improve the management of floating population, improve the employment service system and policy guarantee system, and promote the orderly transfer of rural labor to non-agricultural industries and cities and towns. Accelerate the process of urbanization, and the agricultural population with stable jobs and residences in cities can register their household registration in their places of employment or residence according to local regulations, and enjoy the rights and obligations of local residents according to law.
Increase investment in rural social public utilities, and the new funds for education, health and cultural undertakings by governments at all levels are mainly used for rural public utilities. Encourage foreign capital and private capital to enter social undertakings in various forms. Adjust and optimize the layout of rural primary and secondary schools, rationally allocate rural educational resources, consolidate rural basic education, and strengthen vocational and technical education. While consolidating the nine-year compulsory education, support counties (cities, districts) to run 1-2 vocational and technical schools (technical schools) and 2-3 key colleges, and set up senior technical schools where conditions permit. Efforts will be made to build county-level disease prevention and control centers and medical treatment systems, actively promote the reform of rural medical and health systems, do a good job in integrating existing health facilities such as township hospitals and family planning stations, and improve the efficiency of resource utilization. Do a good job in family planning, improve population quality and control population growth. Where conditions permit, we should actively explore ways to establish a rural social security system.
5. Decentralize administration and create a good environment for the healthy development of county economy.
Accelerating the development of county economy requires a more relaxed environment. All levels and departments should proceed from the overall situation of the province's economic and social development, and actively create a pragmatic and efficient service environment, a market environment of honesty and rule of law, a stable and harmonious social environment and a positive public opinion environment to support the county's economic development. Further establish and improve the management system and operation mechanism with unified powers and responsibilities, and strengthen and improve the economic and social management rights of county-level governments such as social management rights, public service rights and market supervision rights. Effectively streamline all kinds of meetings, documents, inspections and evaluations. In the future, the province generally does not organize large-scale appraisal and inspection to ensure that grassroots units concentrate on economic work.
Expand county-level economic management authority. In accordance with the principles of "everything is implemented, power and responsibility are unified" and "who invests, who makes decisions and who benefits", the decision-making power of investment projects is delegated to various investment entities. In addition to national debt projects, projects within the fiscal budget, unified borrowing and repayment of foreign loans projects and national restricted projects, other projects are no longer approved.
Combined with the implementation of the "People's Republic of China (PRC) Administrative Licensing Law", the fees and charges introduced at all levels will be comprehensively cleaned up, and any violation of the existing provisions of the state and the province will be cancelled; Retention fees should be further reduced, and the proportion of provinces and cities should be appropriately reduced. In the future, where the state does not clearly stipulate, our province will no longer introduce new charging items in principle.
All kinds of financial institutions in the province should create a good financial environment for the development of county economy. In order to increase the credit line for county investors, the funds (including postal savings) absorbed by the branches of financial institutions in cities and counties (cities, districts) should be mainly used to support county economic development. The People's Bank of China should continue to play the policy role of re-lending for supporting agriculture and actively guide rural credit cooperatives to issue loans for supporting agriculture. The reform of rural credit cooperatives should adhere to the purpose of serving agriculture, countryside and farmers, and explore the establishment of rural financial organizations suitable for their own characteristics in accordance with the requirements of the national reform pilot, so as to play its role as the main financial force in the development of county economy. In areas where private lending is more active, loan interest rates are allowed to float. The interest rate of micro-credit loans for farmers will not rise. Innovate credit methods and develop various forms of financial services. Actively support cities and counties (cities, districts) to establish credit guarantee institutions for small and medium-sized enterprises in accordance with the market-oriented operation mode, and promote cooperation between banks and enterprises. Provincial enterprise credit guarantee business and provincial high-tech investment should be inclined to the development of county economy.
We will further improve the co-management mechanism of the local party committees of the leading bodies of vertical management departments below the provincial level, and the provincial vertical management departments will implement territorial management of the relationship between the party and the masses in county (city, district) and township (town) extension institutions. The competent department shall solicit and fully respect the opinions of the county (city, district) and township (town) party committees in advance when appointing or dismissing leading cadres of counties (cities, districts) and townships (towns). Serving and supporting local economic development is the basic responsibility of vertical management departments. Vertical management departments should consciously accept the leadership of local party committees and governments, and local party committees and governments should support vertical management departments in administration according to law and do their jobs well.
6. Strive to maintain social stability and create a more relaxed environment for the development of county economy and various social undertakings.
Stability is the premise and guarantee of reform and development, and it is an important foundation to promote the development of county economic and social undertakings. All departments at all levels should fully understand the extreme importance of maintaining social stability, correctly handle the relationship between reform, development and stability, and vigorously strengthen the stability work in the political, economic and social fields. In accordance with the principle of "shifting the center of gravity downward, strengthening the grass-roots units and implementing responsibilities", we should grasp the grass-roots units, the foundation and the team, clarify responsibilities and implement tasks. We will carry out in-depth special rectification work on production safety, implement various rules and regulations and safeguard measures, prevent major vicious accidents, and safeguard the lives and property of the country and the people.
7. Strengthen the construction of county and township leading bodies and cadres to provide a strong guarantee for accelerating the development of county economy.
We should focus on improving quality, optimizing structure, improving work style and strengthening unity, effectively build county-level leading bodies into strong leading bodies that adhere to the implementation of Theory of Three Represents, and strive to cultivate a cadre team that is willing to contribute, brave in struggle, pragmatic and able to lead the masses to become rich and well-off. Further optimize the structure of the leading group and increase the proportion of members familiar with economic work in the leading group. It is necessary to supervise and strengthen the construction of rural grass-roots organizations and give full play to the role of party organizations in leading the masses to become rich and run towards a well-off society. In order to maintain the relative stability of the leading group, the members of the leading group should serve for a full term in principle. Improve the incentive and restraint mechanism, strengthen and improve the regular inspection of leading bodies and leading cadres, and take the inspection results as an important basis for the selection and appointment of leading cadres, the adjustment of job levels and rewards and punishments. County economic and social development in the province is assessed once a year, and outstanding counties (cities, districts) are rewarded by the province every year and commended once every five years. If the work is not effective, make timely adjustments.
For outstanding national civil servants, they can be promoted in advance after examination and approval.
From 2004 onwards, the county (city, district) and township (town) two levels of finance should be fully included in the budget according to the standards set by the state, and ensure timely payment. If it is really difficult to pay wages, the provincial and municipal finance will gradually help solve it through transfer payment.
Third, promote the economic strength of counties and create new advantages for development.
Economically strong counties are an important pillar of the province's economic development and the leader of regional economic development. Determine 30 counties with good basic conditions, strong economic strength and great driving role as the economically strong counties in the province. Strong economic counties should look at the overall situation of international economic development, base themselves on their own advantages, aim at the national advanced level, let go of their hands and feet to grasp development, take the lead in realizing a comprehensive well-off society and basically realize modernization in the province as soon as possible. The guiding objectives for the development of 30 economically strong counties are: based on 2002, by 2007, the average annual growth rate of GDP will be more than 3 percentage points higher than the provincial average, the added value of secondary and tertiary industries will account for more than 93% of GDP, the average annual growth rate of farmers' per capita net income will be significantly higher than the provincial average, and the average annual growth rate of local fiscal revenue will be more than 5 percentage points higher than the provincial average.
1. Give economically strong counties greater autonomy in development. Under the guidance of national laws, regulations and industrial policies, the investment decision-making power of economic construction projects is decided by investors. Within the prescribed total number of establishments, economically strong counties can independently adjust and set up county-level administrative institutions according to actual needs, and no counterpart is required.
2. Expand the distribution autonomy of economically strong counties. According to the local economic development, price index and financial growth, economically strong counties may, upon approval, reduce or exempt agricultural taxes as appropriate, increase support for key enterprises, and improve the income level of staff in government agencies and institutions.
3. The province is inclined to economically strong counties in the allocation of construction land indicators.
4. Incorporate the county resident of economically strong counties and important parks approved by the state and province into the network planning of expressway construction in the whole province, and speed up the construction.
5. Encourage economically strong counties to further increase the utilization of foreign capital and vigorously develop export-oriented economy. If the actual utilization of foreign capital and the total export amount reach a certain scale, provinces and cities will reward them according to different grades.
6. Simplify the examination and approval procedures for going abroad. An effective way to implement one-time examination and approval for qualified enterprise personnel and go abroad many times within one year. Provincial and municipal departments should actively create conditions to provide fast and convenient services for county-level leading cadres and relevant personnel to study abroad and attract investment.
7. Implement dynamic management for economically strong counties, which will be assessed once a year and adjusted once every three years.
Fourth, increase support to help underdeveloped counties develop rapidly.
Accelerating the development of underdeveloped counties is the strong expectation of the broad masses of people in underdeveloped counties, the key link to promote the coordinated development of the province's economy, realize the prosperity of the province and build a well-off society in an all-round way, and the major political responsibility of party committees and governments at all levels. Choose 30 underdeveloped counties with relatively weak economic foundation and great development potential to give key assistance. Less-developed counties should pay attention to prevent and overcome the fear of difficulties, emancipate their minds, cheer up their spirits, choose the right path, and focus on the introduction of funds, talents and projects and the export of labor services and products to achieve leap-forward economic development. The guiding goal of the development of 30 underdeveloped counties (hereinafter referred to as underdeveloped counties) is to strive to approach or reach the average annual growth rate of GDP, investment in fixed assets, local fiscal revenue and per capita net income of farmers in 2007, and the added value of secondary and tertiary industries accounts for about 85% of GDP.
1. Under the guidance of national laws, regulations and industrial policies, underdeveloped counties are more open. Flexible policies, create a development environment suitable for the characteristics of underdeveloped areas, and explore a road suitable for their own development.
2. Provincial and municipal financial transfer payments should further increase the inclination to underdeveloped counties, and formulate corresponding policies to enhance their hematopoietic function. In the five years from 2003, according to the current financial system, the enterprise income tax and business tax income turned over to the provincial and municipal finance every year, which is higher than that of the previous year, will be returned in full by the provincial and municipal finance.

5. The provincial guarantee fund jointly established by the province, relevant cities, counties and large enterprises will reach 300 million yuan this year, and will be increased year by year according to a certain proportion in the next five years, which will be specially used to support loan guarantees for key economic construction projects in underdeveloped counties.
6. Formulate and implement preferential policies to stabilize and attract talents, and encourage and guide all kinds of professional and technical talents to flow to underdeveloped counties in various ways. Stabilize the existing talents in underdeveloped counties and provide favorable conditions for them to develop their talents and start businesses. Encourage returned overseas students and outstanding domestic graduates with bachelor degree or above to work in underdeveloped counties. According to my wishes, their personnel relations can be placed in provincial and municipal talent exchange centers. Within five years from 2003, the wages of returned overseas students working in underdeveloped counties will be subsidized by the provincial finance; Outstanding graduates with bachelor's degree or above who work in underdeveloped counties shall be given certain subsidies by the municipal finance where the underdeveloped counties are located.
7. Actively support underdeveloped counties to carry out various forms of labor training and labor export. Increase the support for vocational training in underdeveloped counties, and support each county in underdeveloped counties to run 1-2 vocational secondary school or 1-2 vocational and technical school, and the required expenses will be given a one-time subsidy by the province. Economically strong counties should actively accept the training, study and attachment training of cadres in underdeveloped counties.
14. Provincial and municipal organizations and personnel departments are responsible for setting up special training courses for party and government leading cadres in underdeveloped counties and townships in provincial and municipal party schools and administrative colleges, which will be held in turn within five years, and the required funds will be borne by provincial and municipal finances.
Five, strengthen the leadership of county economic development.

Establish an effective leadership and coordination mechanism and set up a leading group for county economic development in the province to guide the county economic development in the province. The office of the leading group should organize relevant forces to measure the economic and social development objectives and tasks of 30 economically strong counties and 30 underdeveloped counties in the next five years, formulate the corresponding assessment index system, conduct follow-up assessment and supervision and inspection. It is necessary to strengthen the supervision and inspection of the construction of honest and diligent leadership at the county level, establish and improve an effective supervision and restriction mechanism, and put an end to the occurrence of false statistics, fraud and violations of law and discipline.
