Legal analysis: Migrant League members refer to those who leave their own units or places of residence to go out to work, do business or engage in other legitimate occupations, who have no fixed place or cannot transfer organizational relations, and those who flow into non-transfer organizational relations from other places or other units.

Legal basis: Article 12 of the Provisions on the Collection, Use and Management of Tour Fees of the Communist Youth League of China: For members who fail to pay tour fees according to the regulations, their league organizations shall promptly criticize and educate them and make corrections within a time limit. Members who fail to pay the tour fee for six consecutive months without justifiable reasons will be treated as voluntarily quitting the group.

Thirteenth league organizations shall collect the tour fare of the members in accordance with the regulations, and shall not pay or intercept the tour fare of the members, and shall not ask the members to pay the "special tour fare" in any name other than the regulations. In case of major natural disasters and other special circumstances, it is necessary to charge a "special tour fee", which must be approved by the Central Committee of the Communist Youth League.
