Can experts from outside the province participate in the demonstration of their own special plans?

Yes.

To conduct demonstration and review of the prepared special safety construction plan.

Construction enterprises shall organize an expert group of no less than 5 people to conduct demonstration and review of the prepared special safety construction plan. The expert group of the special safety construction plan must submit a written demonstration and review report, and the construction company should improve it based on the demonstration and review report. It can only be implemented after the construction company's technical leader and chief supervisory engineer sign it.

The written argumentation and review report of the expert group should be used as an attachment to the special safety construction plan. During the implementation process, the construction company should strictly organize the construction in accordance with the special safety plan.

Relevant requirements for expert argumentation and review:

1. The Legal Affairs Committee shall submit normative documents for filing to the municipal government and the Standing Committee of the People’s Congress at the district and county levels every year, in accordance with the Projects for active review are selected according to the standards stipulated in Article 4 of these Measures. After soliciting opinions from other working bodies and offices of the Association, a draft plan for active review is formed and submitted to the Secretary-General of the Standing Committee and the leaders in charge for approval.

2. The Legal Affairs Working Committee shall organize an expert demonstration meeting, and the experts participating in the demonstration meeting shall be selected from the legislative advisers, legislative consulting experts and other experts of the Standing Committee.

3. When the Legal Affairs Working Committee organizes review meetings and other meetings and conducts surveys, it should invite the heads of relevant working agencies of the Standing Committee to participate, and may notify the municipal government’s legal affairs office and relevant municipal government agencies according to the situation. The person in charge of the administrative department attended the meeting to explain the situation and answer inquiries.
