In accordance with the relevant regulations on the prevention and control of the pneumonia epidemic caused by the new coronavirus infection, the relevant matters regarding the establishment of a centralized supervision warehouse for imported cold chain foods in Suining County are hereby announced as follows:

1. Since 2020 Starting from 0:00 on December 15, all imported cold chain foods that enter our county for storage, circulation, processing, and sales will first enter the centralized supervision warehouse for imported cold chain foods established by our county for unified inspection, nucleic acid testing, and disinfection.

2. Imported cold chain foods that enter our county’s centralized supervision warehouse must pass batches of negative nucleic acid tests and have the minimum sealed outer packaging sterilized, and the centralized supervision warehouse shall issue the "Suining County Imported Cold Chain Food Concentration Supervised Warehouse Exit Certificate" and entered into the "Food Safety Suining" food safety code scanning and traceability system before leaving the warehouse.

3. Before entering our county, those who have obtained negative nucleic acid test certificates, disinfection certificates, and centralized supervision warehouse exit certificates from other areas of the province must transport the goods to our county’s centralized supervision warehouse for inspection and replacement, and obtain our certificate. Only the "Warehousing Certificate" issued by the county centralized supervision warehouse can be sold in our county.

4. For those who have undergone nucleic acid testing and disinfection at the centralized supervision warehouse in our county, the "Warehouse Exit Certificate" they hold can be used as a nucleic acid testing and disinfection certificate for distribution and circulation in our county.

5. All operators engaged in the storage, transportation, processing and sales of imported cold chain food must check the "Departure Certificate" in this work step. Without a "Certificate of Warehousing", storage, transportation, processing and sales are not allowed.

6. If the imported cold chain food in the centralized supervision warehouse is negative for nucleic acid testing, the owner of the goods will be notified by SMS notification to pick up the goods, and the owner should pick up the goods within the time limit specified in the notice. Picking up goods must be done "into the warehouse in one batch and out of the warehouse in one batch", and cannot be picked up in multiple batches.

7. The government shall bear the storage costs of imported cold chain food within the specified time limit in centralized supervision warehouses. The storage costs incurred by packaging disinfection, sampling and nucleic acid testing, and overdue delivery shall be borne by the cargo owner. Due to illegal operation of imported cold chain food that has not obtained the "Warehouse Exit Certificate" or imported cold chain food operators that do not take the initiative to declare their entry into the warehouse, they are forcibly detained by law enforcement agencies and sent to the supervision warehouse for law enforcement detention and temporary storage. The nucleic acid testing and disinfection generated , transportation, warehousing and other expenses will be borne by the merchants involved.

8. If the nucleic acid test result of the imported cold chain food sampling is positive, the corresponding batch of imported cold chain food and packaging will be detoxified by the centralized supervision warehouse in accordance with relevant regulations.

9. When operators sell imported cold chain foods that have obtained the "Exit Certificate", they must enter the sales information into the "Food Safety Suining" food safety code scanning and traceability system.

10. Personnel transporting cold chain food are not allowed to open the boxes without authorization during transportation, and are not allowed to open cold chain food packaging at will and directly touch cold chain food. When vehicles enter and exit, drivers and attendants should avoid unnecessary contact with gatekeepers and staff, and obey the disinfection management of individuals and vehicles in the centralized supervision warehouse.

11. Before the date of this announcement, imported cold chain food that has been in the warehouse can only be sold after being fully disinfected and obtaining a nucleic acid test certificate.

12. The general public should enhance their awareness of self-prevention. It is recommended not to purchase imported cold chain food online, and should proactively check the "Departure Certificate" before consumption.

13. In violation of the provisions of this notice, there are imported cold chain foods that should enter the centralized supervision warehouse without entering, storage, sales and processing of imported cold chain foods that have not obtained the "Warehouse Exit Certificate", and failure to comply with the requirements. Any behavior such as filling in information will be seriously investigated and dealt with in accordance with relevant laws and regulations, and will be included in the credit reporting system in accordance with the law.
