I. Recruitment Plan and Organization

With the approval of the Emergency Management Department and Ministry of Human Resources and Social Security, the National Comprehensive Fire Rescue Team recruited 430 firefighters in Gansu, all of whom were male. Second, the recruitment conditions and scope

College graduates must be the 2022 graduates who have participated in the unified entrance examination of ordinary colleges and universities (including postgraduate training units) and obtained full-time college education or above and corresponding degrees. College graduates recruited by the state in 2020 and 20021year who did not work in their work units when they left school and during the job-seeking period (the job-seeking period is two years as stipulated by the state) can be treated as fresh graduates, and their household registration, files and organizational relations remain in the original graduate school, or in graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service institutions at all levels and public employment service institutions at all levels.

Third, online registration.

The recruitment object logs into the registration system with the registered account number and password and enters the corresponding registration channel. According to the system prompt, enter information such as application intention, voluntary adjustment, academic experience, commendation and reward, and upload photos of certificates, residence permits, retirement certificates and other pictures. The photo of the registration certificate includes my recent 1 inch bareheaded front color photo (blue background or white background, 295×4 13 pixels, in jpg or jpeg format) and my ID card photo (the front and back of the ID card are taken horizontally, and the whole ID card must be in the center, leaving no border to ensure clarity, in jpg or jpeg format). Candidates can choose to register at their domicile or habitual residence according to their personal wishes. If the household registration is in Gansu Province, applicants can choose their intention to apply according to the recruitment plan; Those who register with the residence permit in Gansu Province can only apply for the Gansu Provincial Fire Rescue Team or the Forest Fire Brigade. There are adjustment options in the column of registration intention. To apply for special professionals to relax their age registration, I will submit or send a written application and a copy of relevant certificates to the Provincial Firefighter Recruitment Office before August 8, 2022 (the deadline is based on the postmark time of the letter, and relevant information can be sent by telephone first). Before the online preliminary examination, the recruiter can modify the registration information or cancel the registration information by himself.

After the online preliminary examination is passed, the registration information may not be modified in principle.

If it is really necessary to modify the registration information or the type of applicants selected by the recruitment object, I will apply in the registration system and explain the reasons. After the examination and approval of the provincial fireman recruitment office, I modify the information by myself, re-submit it for examination or cancellation, and then re-register. If the registration information is incomplete or the selected applicants are of the wrong type and fail in the preliminary examination, the recruiter will modify the information by himself according to the prompt of the registration system, resubmit the information for review or cancellation and re-register. If it is found that it does not meet the requirements after preliminary examination, the recruited object can apply to modify the information in the registration system, explain in detail the reasons for the modification, report it to the provincial fireman recruitment office for examination and approval, report it to the national fireman recruitment office for examination and approval, then modify the information by itself, re-submit it for examination or cancellation, and then re-register. To modify the information application limit of 1 time, the recruitment target must declare before August 24, 2022, and the system will not accept it from 0: 00 on August 25.

Four, qualification examination and assessment test

The Provincial Firefighters Recruitment Office organized and implemented the qualification examination and assessment test of the recruits. Those who pass the online preliminary examination participate in qualification examination, physical fitness test and post adaptability test, psychological test and interview, physical examination and political assessment with their ID cards and admission tickets. The specific sequence, time and place are published by the Provincial Firefighter Recruitment Office on the website of the national recruitment platform and the official account of "Gansu Firefighting" WeChat.

(1) On-site review. According to the results of online preliminary examination, according to the requirements of the notice of the Provincial Firefighters Recruitment Office, the candidates will participate in the on-site audit with the original and photocopy of ID card (residence permit), household registration book, diploma (degree certificate), discharge certificate, meritorious service award and other documents. Full-time government firefighters and full-time government forest firefighters who are relaxed to 24 years of age must provide proof of more than 2 years' actual work experience in fire fighting and rescue, labor contract, payment of social security, proof of salary payment and other materials. Those who pass the examination must carefully read the Love Letter for Firefighters Recruitment in 2022 (Annex 2) and sign the Registration Form for Firefighters Recruitment of National Comprehensive Fire Rescue Team for confirmation. Those who refuse to sign will be disqualified.

If the registration information is incomplete or does not meet the scope of recruitment conditions, it will not be passed.

(2) Physical fitness test and post adaptability test. According to the National Comprehensive Fire Rescue Team Firefighters Recruitment Physical Fitness Test and Post Adaptability Test Items and Standards (2022) (Annex 4). Physical fitness test shall be scored quantitatively, and the selected items shall not be changed. The single effective score is 1 to 15 (those who fail to achieve effective results will be eliminated), with the highest total score of 40 points (40 points for those who exceed 40 points). Any items that do not meet the "general" standards in the post adaptability test should be eliminated.

(3) Psychological test and interview. The psychological test is conducted by the fireman recruitment psychological investigation system, and the system automatically judges "qualified" or "unqualified". The interview refers to the practice of public recruitment in public institutions, and implements quantitative scoring. The full score is 100, and less than 60 is "unqualified". If one of the psychological tests and interview results is "unqualified", it will not be hired.

(4) physical examination. It will be carried out in the municipal general hospital above 3A designated by the Provincial Firefighter Recruitment Office, and the standards will be implemented with reference to the physical examination standards of applicants (ground staff). Unqualified candidates will not be recruited. Recruiters who have doubts about the results of physical examination and apply for a second interview can be re-examined in designated hospitals with the consent of the Provincial Firefighter Recruitment Office (if they go to a local hospital for a second interview, the results will not be recognized), and the results of physical examination will be subject to the conclusion of the second interview; Items that can affect the examination results by taking drugs or other treatment methods will not be re-examined. Based on the special requirements of the fire rescue profession, those who are assessed as disabled and have serious injury treatment records are not suitable for fire rescue work and will not be employed. Those who deliberately conceal the assessment of disability level and have records of serious injury treatment will be dismissed once they are found in the later stage.

(5) Political assessment. According to the requirements of political assessment of conscription. Focus on assessing the political outlook, religious beliefs, political words and deeds, major experiences, going abroad (territory), rewards and punishments and actual performance of recruits, and check and understand the political situation of their family members and major social relations members. There are expressions listed in Articles 8 and 9 of the Provisions on Political Assessment of Conscription, and retired soldiers of the People's Liberation Army and the Armed Police Force (including firefighters who normally quit the national comprehensive fire rescue team) will not be recruited if they are subject to administrative or inner-party sanctions during their service.

(6) Other matters. During the whole recruitment process, the prevention and control measures of epidemic situation in COVID-19, Gansu Province were strictly implemented. Ask the recruits to understand and cooperate. Relevant recruitment notices will be posted on the official recruitment platform website and Gansu Fire WeChat official account, and will also be sent to recruiters by SMS. Please ensure that the registered three mobile phone numbers are true and valid (not duplicated with other recruits), keep the communication open, check the SMS notification in time, and take the assessment at the specified time and place as required. At the same time, during the recruitment assessment and induction training, the recruits themselves and their relatives are invited to pay attention to the relevant information in the column of "Firefighter Recruitment" in the "Micro-service" in the lower right corner of the official WeChat account "Gansu Firefighting". Because the data of China Mobile, China Telecom and China Unicom may not be interoperable in a few cases, some people cannot receive SMS notification to participate in the on-site assessment after registration. It is recommended that the recruitment target mainly pay attention to the notices published by the website and WeChat official account.

If the recruited object fails to attend the recruitment examination on time due to failing to pay attention to the relevant notice or other personal reasons, it will be regarded as automatic abandonment, and the consequences will be borne by the recruited object himself.

According to the physical fitness test, interview total score, direct employment and priority employment rules of college graduates, retired soldiers and social youth, as well as the comprehensive physical examination, political assessment and post adaptability test, the list of candidates to be hired is determined according to the number of people not exceeding the recruitment plan 130% (specifically determined by the Provincial Firefighters Recruitment Office), and the notice is given on the bulletin board of the recruitment platform and "Gansu Fire Protection". (2) Priority employment rules. Full-time college graduates are in urgent need of priority. Those who have been commended by "Three Good Students" and "Excellent League Members" in party member, and special professionals who have relaxed the age requirement for registration, will be given priority under the same conditions (see Annex 3 for the urgently needed professional catalogue).

Six, induction training

Training methods

Newly-recruited firefighters take part in the one-year induction training, and adopt the "6+6" training mode, that is, the first six months of basic training and the last six months of pre-job practical training. Before passing the final exam of training, all new employees participating in the training are informal interns.

(B) Training elimination and make-up mechanism

1. Within 3 months of induction training, organize political review and re-examination, physical examination and psychological test. Will affect the fire rescue work of lumbar disc herniation, meniscus injury, ligament injury, ankylosing spondylitis and other diseases into the scope of physical examination and re-examination. Those who are unqualified will be dismissed.

2. Those who fail to report to the designated place on time after employment, or who leave their jobs within 2 months of induction training, can be re-recorded according to the ranking among the publicity personnel.

3. During the training period, if you don't abide by various rules and regulations, you are mentally unstable, and your comprehensive scores are unqualified for many times in a row. Your body suffers from recessive and chronic diseases (such as lumbar disc herniation, meniscus injury, ligament injury, ankylosing spondylitis, peripheral nerve injury, etc.). These are not directly caused by training, and it is not easy to be found in time during physical examination. You can't adapt to the induction training and management mode of the fire rescue team.

4. If the on-the-job training fails to pass the examination, or there are other situations that are not suitable for fire rescue during the training, the employment will be cancelled.

5. Sign an induction training agreement for those who pass the second interview and the second interview, clarify the rights and obligations of both parties, and go through the employment filing procedures.

6. If you leave your job without justifiable reasons during the induction training, you will be refunded your personal salary, and you will pay back the re-examination fee for medical examination, training meals, etc.

7. Newly hired firefighters shall not resign within 5 years (including the induction training period), and those who leave without justifiable reasons shall not participate in the recruitment of firefighters again, and shall be recorded in the credit records of relevant personnel.

Seven. Career development and safety

Firefighters who have been approved for employment and passed the examination after the expiration of on-the-job training shall be awarded the corresponding title of fire rescue in accordance with the Regulations on the Title of Fire Rescue in People's Republic of China (PRC), which shall be uniformly distributed by the Provincial Fire Rescue Corps and the Forest Fire Brigade within the administrative area of this province. After working for a specified number of years, according to personal ability and quality, actual performance and job vacancy, you can be promoted step by step according to the specified proportion. Excellent firemen are trained in China Fire and Rescue College through individual enrollment, and can be promoted to cadres after graduation. Firefighters with full-time bachelor degree or above can also be directly promoted to cadres through special examinations.

Firefighters should implement policies and systems such as wages and benefits that are consistent with their job rank sequence and conform to the professional characteristics of fire rescue teams. During 1 year induction training, the treatment will be implemented according to the standard of preparing firefighters (level I).

Eight. Discipline and supervision

The recruitment of firefighters insists on the openness of information, process and results, and actively accepts social supervision. This recruitment does not specify an examination counseling book, nor does it hold or entrust any institution to hold an examination counseling training class.
