The Detailed Rules for the Implementation of Measures for Doing a Good Job in the Examination and Approval of Municipal Engineering Planning during the Epidemic Prevention and Control Period were issued, and measures were put forward, such as handling relevant planning permission procedures for supporting municipal facilities involved in epidemic prevention and control construction projects, and postponing the validity period of municipal engineering planning permission for social investment projects to June 30, 2020.

First, the relevant planning permission procedures for supporting municipal facilities involved in epidemic prevention and control construction projects are allowed. In accordance with the principle of "handling special matters and urgent matters", upon the application of the construction unit, the unit in charge of municipal examination and approval by the competent department of natural resources will provide one-on-one service, issue a notice of agreeing to start work first within 1 working day, and then go through the relevant planning permission procedures.

Two, optimize the technical review of municipal engineering planning and design. During the epidemic, online joint review, letter review, image comparison, etc. Will pass the technical review. For the linear engineering projects planned to start in 2020, the technical review will be completed within 7 working days; for the linear engineering projects planned to carry out preliminary work in 2020, the technical review will be completed within 10 working days. After the construction unit issues a written commitment that meets the requirements of relevant laws and mandatory standards, it will be completed within 1 working day, and the pre-trial will be changed into post-trial verification. After that, the verification shall be carried out according to the procedure of Notice of Nanning Natural Resources Bureau on Relevant Matters Concerning the Approval Process of Housing Construction Project Planning Permit Commitment. Verification shall be completed within 7 working days after the issuance of a copy of the construction project planning permit. If the spot check meets the relevant planning requirements and does not involve rectification, the original construction project planning permit will be issued.
