Why do many places delay giving subsidies for photovoltaic power generation?

This question is easy to answer. As we all know, there was a formal text contract between the power supply department and the power generation households before the grid connection, and the policy also clearly pointed out that in addition to the purchase of electricity price, subsidies were transferred or paid by the power supply department. In other words, once the finance fails to allocate funds in time, the power supply department has the obligation to advance the subsidies to the power generation households. Therefore, even if the power supply department finds the right person, there is no need for power producers to wait indefinitely for financial withdrawal.
