Five, to further promote the construction of agricultural machinery subsidy risk prevention and control mechanism.

First, establish and improve the organizational structure. A leading group for the prevention and control of agricultural machinery subsidy and clean government risk was established, with the director as the team leader, the director in charge as the deputy team leader, and the members as the main leaders of the competent departments, grass-roots stations and 18 township agricultural machinery stations, which strengthened the responsibility for prevention and control. The second is to carry out warning education. Our bureau organized leading bodies, government cadres, middle-level cadres in grass-roots units, relevant cadres involved in agricultural machinery purchase subsidies, and responsible persons of subsidized machinery distribution enterprises to carefully watch the warning education film. In order to improve the effect of warning education, with the consent of relevant departments, the bureau has purchased new broadcasting equipment, organized cadres to watch in batches every afternoon, and distributed warning education materials, requiring all cadres to write their experiences. All cadres said that through warning education, the string of clean government has been tightened, the bottom line of party discipline and state law has been kept, the awareness of anti-corruption has been continuously improved, the alarm has been sounded, and the opportunity has been prevented from being delayed.

VI. Main problems

1. The entry threshold for subsidized product distribution enterprises is too low. According to the requirements of "Implementation Opinions on Purchase Subsidies for Agricultural Machinery in xx Province 20 1x-20 1x", the distribution enterprises of subsidized products are independently determined by agricultural machinery production enterprises and announced to the public. At present, the distribution enterprises of subsidized products are mixed, and even some individual industrial and commercial households without any after-sales service conditions have begun to distribute subsidized products. After-sales service can not be guaranteed, and the opinions of the masses are great, which seriously affects the implementation of the national policy of benefiting farmers, increases the risks of the majority of buyers, and will inevitably cause economic losses to buyers.

2. In the Verification Regulation of Subsidized Products for Agricultural Machinery Purchase in XX Province (Pilot), there is no detailed standard for the appearance verification of subsidized products, which is difficult to operate.

In a word, this year we have done some work in implementing the agricultural machinery purchase subsidy policy and achieved certain results. However, compared with advanced counties (cities), our work is not strong enough, and we have only made preliminary explorations in some links and are not perfect. In the future, we will learn from the advanced experience of brother counties and cities, carefully organize, strengthen measures and intensify efforts according to the requirements of the provincial bureau, do a good job in the purchase subsidy of agricultural machinery in our county, and make greater contributions to the sound and rapid development of agricultural mechanization.
