Legal analysis: The Reply on Asking for Instructions (Gui [2014] No.37) has been received. After research by the district government, the Master Plan of Renhe Advanced Manufacturing Base compiled by Hangzhou Urban Planning and Design Institute was approved. The relevant matters are hereby approved as follows:

I. Planning scope

East to Beijing-Hangzhou Grand Canal, south to Ring Expressway, west to Xitang River, north to Hangning Expressway and Dong Tang Port. The range is 56.94 square kilometers.

Second, the planning period

The overall planning period is from 20 12 to 2030, and the recent construction planning period is 2020.

1. Overall goal: to develop into a provincial-level economic development zone that is the gateway to the northwest of Hangzhou, an advanced manufacturing base in Hangzhou, a new city with integrated production and city, a harmonious development of production and living ecology, and a harmonious unity of man and nature.

2. Industrial development goal: make every effort to build an advanced manufacturing base with regional competitiveness, an environment-friendly Grand Canal industrial base, an urban agricultural base combining production and tourism, a supporting system of productive service industry focusing on R&D, design and professional maintenance, and a supporting industry of life service industry featuring culture, entertainment, tourism and vacation.

The gateway to the northwest of Hangzhou, the gathering area of advanced manufacturing industry, modern service industry and urban agriculture, is the engine to promote the economic development of Liangzhu Group.

Double-ring: a peripheral fast-closed relief ring consisting of East-West Avenue, Shugang Avenue and Gongkang Road; An internal group contact circle consisting of Zhangshan Road, Guanyuan Road and two secondary roads;

Four directions: north to Deqing; East to linping direction; West to Liangzhu; Go south to the main city;

Eight beats: north to Yongkang Road; East-West Avenue, Shugang Avenue and Ren Chao Road; Xing Channel and southbound Keren Road; Xishugang Avenue and Dongxi Avenue.

2. It is planned to form an internal road classification system with two high, one fast and nine trunk roads for twelve times.
