Those who come to the economy and return to the economy should report to their village committees and units (or hotels) as soon as possible and no more than 12 hours after arriving in the economy. Those who fail to report in time, deliberately conceal or cooperate with the implementation of prevention and control measures, resulting in the spread of the epidemic, will bear corresponding legal responsibilities.

Second, returnees from non-epidemic key areas will be given 1 nucleic acid detection "landing inspection" at the inspection point immediately when they enter the economy, and then "three inspections for five days" after they enter the economy, among which they will not participate in gathering activities, take public transportation or enter public places for the first three days after entering the economy.

Three, seven days have a history of living in high-risk areas, after the arrival of economic personnel, 7 days of centralized isolation medical observation; People who have lived in medium-risk areas for 7 days will receive 7 days of family isolation medical observation upon arrival. Do not have the conditions of home isolation medical observation, centralized isolation medical observation.

Four, if the epidemic has not yet announced the high-risk area, but there has been a certain range of community transmission or large-scale community control measures have been implemented, for those who come to the area, refer to the personnel control in the middle-risk area, or implement the management measures of "3 days centralized isolation +4 days home isolation".

Five, the field to return to high-risk positions, must be strictly declared, such as less than 7 days to go to work, will be concentrated isolation for 7 days to go to work, and according to the provisions of the frequency of nucleic acid testing.

Those who return to China fail to report in time, deliberately conceal their itinerary, fail to implement health management and other prevention and control measures, resulting in the spread of the epidemic, and will be seriously investigated for responsibility according to the law and regulations.

When an infectious disease breaks out and spreads, the local people's governments at or above the county level shall immediately organize forces to prevent and control it according to the prevention and control plan, cut off the transmission route of the infectious disease, report it to the people's government at the next higher level for decision when necessary, and may take the following emergency measures and make an announcement:

(1) Restrict or stop fairs, theatrical performances or other crowd gathering activities;

(2) suspension of work, business or classes;

(three) closed or sealed public drinking water sources, food and related items contaminated by infectious disease pathogens;

(4) controlling or culling wild animals, domestic animals and poultry infected with the epidemic;

(five) closed places that may cause the spread of infectious diseases. When the people's government at a higher level receives the report of the people's government at a lower level on taking the emergency measures listed in the preceding paragraph, it shall make a decision immediately. The lifting of emergency measures shall be decided and announced by the original decision-making organ.
