It is necessary to speed up the restoration of production and living order under the conditions of normalized epidemic prevention and control, adhere to the prevention and control strategy of "preventing external imports, and prevent internal rebound", and further Improve measures and mechanisms that combine emergency and regular prevention and control, and while doing a good job in precise prevention and control of domestic epidemics, actively promote the resumption of work and production in an orderly manner. In light of the current epidemic prevention and control situation, in order to effectively prevent the occurrence of cluster epidemics, we will implement district-level and hierarchical prevention and control requirements, promote the gradual restoration of production and living order, further improve epidemic prevention and control work in key places, key units, and key groups, and reduce epidemic risks. With the approval of the Central Leading Group for New Coronavirus Infection Pneumonia Epidemic Response, the relevant matters are hereby notified as follows:

1. Guiding Principles

All localities should respond to the development of the epidemic situation , Scientifically determine the time for resumption of work, production and school, strictly implement territorial responsibilities, departmental responsibilities, unit responsibilities and individual family responsibilities, strictly control, review, organize and organize various activities involving crowd gatherings, and promote the restoration of normal production and living order in an orderly manner. Before resuming work and production, each industry must formulate specific prevention and control plans based on the characteristics of the industry. All units must implement their main responsibilities, refine various prevention and control measures, and ensure that every detail and every key step is implemented in place.

Accurately implement differentiated prevention and control measures for offices and public places by zoning and classification. According to the dynamically adjusted emergency response level, differentiated prevention and control in offices and public places should be implemented according to local conditions. Low-risk areas adhere to the principle of "gradual and appropriate liberalization". All activities involving crowd gatherings should be opened prudently based on scientific assessment of the epidemic situation to reduce the risk of concentrated gatherings. Places necessary for work and life and open activity places will be opened in an orderly and gradual manner; centralized closed places such as entertainment and leisure will be opened prudently. Medium- and high-risk areas adhere to the principle of "safety and stability" and in principle do not organize activities involving crowd gatherings. For places necessary for work and life, open activity venues, classified and moderate restrictive measures shall be adopted; for entertainment, leisure and other concentrated closed places, it is recommended to adopt temporary ban on opening measures to prevent the risk of cluster epidemics. The specific requirements shall be determined by each locality based on the local epidemic situation. .

Strengthen prevention and control and personnel protection measures for special units. Low-risk areas should strengthen risk prevention in special units such as elderly care institutions, children's welfare homes, prisons, and mental health medical institutions, and carry out daily prevention and control work such as personnel protection and disinfection. Medium- and high-risk areas will continue to take strengthened measures, strictly implement the supervision of prevention and control measures of special units, formulate emergency plans, and improve emergency response capabilities.

Strengthen protection guidance in key places and key groups. We must build a tight line of defense to "prevent imported cases from outside and prevent rebound internally", keep an eye on air transportation, port quarantine and other links, strictly implement closed-loop management measures, and achieve efficient and seamless operation of the entire process of centralized pick-up, testing, and isolation. It is necessary to strengthen emergency response preparations and strictly implement the measures of "early detection, early reporting, early isolation, and early treatment" to minimize the risk of transmission. Focus on guiding key groups such as the elderly, children, pregnant women, students, and medical staff to take personal protection, educate and guide the masses to develop good hygiene habits and lifestyles, reduce and avoid gatherings of people, and strictly prevent the occurrence of cluster epidemics.

2. Prevention and control suggestions

Living service places. It is recommended that low-risk areas operate normally under the premise of ensuring indoor ventilation, environmental cleaning and disinfection, and personnel health monitoring; in medium- and high-risk areas, the number of people should be limited and crowd gatherings should be reduced.

Open event space.

It is recommended that low-risk areas gradually resume normal operations; medium- and high-risk areas operate normally under the premise of cleaning and disinfecting the environment and monitoring personnel health, and take measures to limit the number of people and reduce crowd gatherings. Large-scale gathering sports activities such as marathons, gathering religious activities, various exhibitions and conferences, etc. will not be carried out for the time being.

Enclosed entertainment and leisure places. It is recommended that low, medium and high-risk areas should not open for the time being, and specific requirements will be determined by each locality based on the local epidemic situation.

Passenger terminals and public transportation. For example, on airplanes, passenger trains, waiting rooms, etc., daily supervision such as ventilation, environmental cleaning and disinfection, and personnel health monitoring must be strictly carried out. Measures such as controlling the number of passengers and dispersed seating can be adopted to reduce the gathering of people. Strict prevention and control measures and supervision on overseas return air transportation, port quarantine, and special car transfers to destinations.

Special unit locations. For special units such as nursing homes, children's welfare homes, prisons, and mental health medical institutions, low-risk areas must take risk precautions and strengthen daily prevention and control work such as personnel protection and disinfection; medium- and high-risk areas must formulate emergency plans and strictly implement them Supervise prevention and control measures, and organize comprehensive inspections and nucleic acid screenings where possible.

Enterprises and institutions. In low-risk areas, daily hygiene management such as indoor ventilation, environmental cleaning and disinfection, and personnel health monitoring should be carried out; in medium- and high-risk areas, it is recommended to encourage staggered commuting, flexible work systems, or home working methods to reduce the gathering of people.

3. Strengthen leadership and strengthen the implementation of responsibilities

Local governments at all levels and relevant departments must further improve their political stance, enhance overall awareness and bottom-line thinking, and be responsible for defending the territory and fulfilling their responsibilities. Coordinate the key tasks of epidemic prevention and control and economic and social development, ensure that personnel are in place, information is flowing smoothly, and the "four mornings" measures and reporting system are strictly implemented. To implement territorial responsibilities, the main responsible persons of local governments at all levels shall bear overall responsibility for territorial prevention and control work. Implement departmental and industry responsibilities, strengthen industry and system management, formulate and implement prevention and control measures for resumption of work and production. All relevant departments must effectively carry out prevention and control work in their own industry and system in accordance with their respective responsibilities. To implement the main responsibilities of the units, each unit must establish and improve the responsibility system and management system for prevention and control work, equip with necessary protective items and facilities, and carry out publicity and education.
