Therefore, Ukraine has always been poor and basically needs to live on Russian subsidies. Therefore, after the disintegration of the Soviet Union, the biggest problem faced by Ukraine at that time was "lack of money". Why are you short of money? Because agriculture itself can only fill the stomach, and its ability to create wealth is very low.

In addition, Ukraine does not make money by selling oil and gas like Russia. These Soviet military industries are not perfect wealth-creating industries, but just a pile of scrap iron for Ukraine. Therefore, Ukraine was short of money and had to give up nuclear weapons in order to obtain American aid and loans after independence. There is also the sale of weapons, and the sale of weapons in the face of Russian competition, can not sell the price, so the domestic still can not make ends meet. In the end, we can only sell military technology. Military technology has improved our finances, but it has only improved. Moreover, because there is no money, not to mention the upgrade of weapons, it is difficult to pay soldiers stably, and they often default on their wages.

Although Ukraine inherited the advanced weapons and equipment of the Soviet Union, it did not inherit the industrial base of the Soviet Union. Therefore, the whole country can only produce simple industrial products and agricultural products, so Ukraine's economic development level is not high, which naturally makes Ukraine have no money to develop its army.
