Tianjin Expressway road administration Regulations (revised in 2004)

Article 1 In order to strengthen the construction, operation and management of expressways in this Municipality and give full play to the economic and social benefits of expressways, these Provisions are formulated in accordance with the relevant provisions of the State and this Municipality and in combination with the actual situation of this Municipality. Article 2 These Provisions shall apply to highway management within the administrative area of this Municipality. Article 3 The Municipal Engineering Bureau is the administrative department in charge of the work of expressway road administration in this Municipality.

The Municipal Highway Administration Bureau (hereinafter referred to as the highway management department) is responsible for the supervision and management of highways, and the highway management institutions set up by it are specifically responsible for highway maintenance, repair, toll collection, facility protection and road administration. Article 4 Motor vehicles, passengers and staff traveling on expressways must abide by these provisions. Article 5 Freeways and their land and facilities are protected by state laws, and no unit or individual may occupy or destroy them. Article 6 People's governments at all levels along expressways shall support and assist the expressway management departments to do a good job in expressway management.

Any unit or individual has the right to stop, report and accuse the acts of destroying expressways. Seventh highway management departments have the right to inspect, stop and deal with all kinds of encroachment, pollution and damage to highways and their land and facilities according to law, and do a good job in cleaning, emergency rescue and emergency rescue of highways. Eighth vehicles driving on the highway must be balanced and smooth, tightly covered and firmly tied, and must not be leaked or scattered; Drivers and passengers are not allowed to throw things away on the expressway. Article 9 The following acts are prohibited within the scope of expressway management:

(1) Borrowing soil, planting crops, using roadside ditches for irrigation or drainage;

(2) occupying, dismantling, moving, smearing, polluting and damaging highways and their land and facilities without authorization;

(three) the roadbed or pavement on the expressway is damaged due to the temporary repair of vehicles;

(four) other acts that damage the expressway and its land and facilities. Article 10 If it is really necessary to erect and bury pipelines and other facilities within the scope of expressway land acquisition, or to bury pipelines and other facilities in the building control areas on both sides of the expressway, it must be approved by the expressway management department in advance. The applicant shall provide the application form, construction project approval documents, design and construction drawings and other documents to the expressway management department in advance. Eleventh temporary occupation and utilization of highway land and facilities shall not affect the implementation of highway planning, safe passage and maintenance of facilities, and shall be approved by the highway management department in advance. The applicant shall provide the application form, construction project approval documents, design and construction plan and other documents in advance. If it affects traffic, it shall also be approved by the public security traffic management department. Article 12 When a vehicle running on an expressway is unable to continue driving due to a fault, it shall immediately notify the rescue, and the vehicle with the fault shall be towed to the exit by a wrecker, and the driver of the vehicle with the fault shall pay the towing fee in accordance with the relevant regulations. Article 13 For transport vehicles that really need to pass on the expressway and exceed the technical standards of the expressway, the applicant must obtain the consent of the expressway management department in advance before passing, and provide the application form, relevant data of cargo transport vehicles, transport vehicle driving license, starting and ending points of cargo transport, planned route and transport time, safety protection measures and other documents. If it affects traffic, it shall also be approved by the public security traffic management department.

Units or individuals that carry out over-limit transportation shall bear the expenses of technical protection measures taken by highway management departments to ensure the passage of over-limit transportation vehicles and the damage caused to highways and their facilities. Article 14 Freeways shall be open 24 hours according to the principle of safety and high efficiency. When it is really necessary to close the expressway, it shall be implemented by the expressway management department and the public security traffic management department. Article 15 When performing official duties, highway workers should dress in accordance with state regulations, wear reflective signs at night, and their special vehicles for road administration should be equipped with uniform signs and lights. Sixteenth vehicles passing on the expressway shall pay tolls in accordance with the prescribed procedures and standards. Seventeenth in the highway toll station must be approved by the state or municipal people's government.

Highway vehicle tolls are collected by highway management departments and charging units approved by the state or municipal people's government, and unauthorized departments, units and individuals are prohibited from charging on highways. Eighteenth highway management departments should strengthen the maintenance and repair of highways and their land and facilities, and keep them in good condition.

Expressway maintenance includes daily and regular maintenance of subgrade, pavement and structure, recovery of traffic accident damage and post-disaster damage, greening and environmental protection, pavement cleaning and snow removal, marking and marking supplement, and maintenance of facilities along the line. Nineteenth highway maintenance site must set up safety signs. Operators should wear safety signs, and operating vehicles and machinery should turn on the sign lights during driving and construction. Twentieth highway traffic jams caused by serious natural disasters, highway management departments and public security traffic management departments should take emergency measures to restore traffic. When necessary, the local people's government should mobilize the nearby urban and rural military and civilians, organs, enterprises and institutions to assist the highway management department and the public security traffic management department to repair the highway and its land and facilities as soon as possible and restore traffic.
