I. Registration

1. Recruit junior high school graduates for five-year consistent and "3+2" segmented higher vocational education (hereinafter referred to as "five-year system" and "3+2" respectively). The enrollment targets are candidates who will take the entrance examination for high school education in 2020. Registration is organized and implemented by the provincial-level cities, Jiyuan Demonstration Zone and the provincial-level county (city) admissions examination institutions. Candidates can choose to apply to the school through the "Henan High School Enrollment Information Service Platform" () within the specified time, or they can register directly in ordinary middle schools.

3. Ordinary secondary schools that recruit high school graduates (hereinafter referred to as secondary schools) are candidates who have graduated from high school or above or have equivalent academic qualifications (graduated from junior high school for more than three years). You can also register directly in ordinary secondary schools through the enrollment service platform of ordinary secondary schools in Henan Province.

Second, information collection and archiving

Accurately collecting the basic information of candidates is the key link to do a good job in the enrollment of ordinary middle schools. Enrollment examination institutions and enrollment schools at all levels should attach great importance to the collection of students' basic information, strive to improve the management level of enrollment information, enrich personnel and strengthen training. In order to ensure the accuracy of freshmen's information, enrollment schools must use the second-generation ID card reader to collect the basic information of freshmen.

Enrollment schools should establish new students' files and strengthen file management. The specific requirements are:

The archival materials of "five-year program" and "3+2" freshmen include: ① the registration form of candidates (provided by the admission examination institutions of provincial cities, Jiyuan Demonstration Zone and counties (cities) directly under the jurisdiction of the province); (2) a copy of the junior high school diploma; ③ A copy of the candidate's ID card.

The archival materials of freshmen in primary and secondary schools include: ① freshmen registration form; (2) a copy of the graduation certificate of junior high school or above (including equivalent academic qualifications); ③ A copy of the candidate's ID card.

Three, enrollment tasks and plan management

The enrollment work of ordinary middle schools continues to implement responsibility target management. This year, the enrollment scale of ordinary middle schools determined by the Provincial Department of Education is 290,000. According to the total number of junior high school graduates this year, the enrollment task has been divided into provincial cities, Jiyuan demonstration area and counties (cities) directly under the provincial government (Annex 1). All localities should decompose the enrollment tasks into counties (cities, districts) according to local actual conditions, and sign letters of responsibility to ensure the completion of the enrollment tasks.

According to the Notice of Henan Provincial Department of Education on Compiling the "3+2" Sectional Higher Vocational Enrollment Plan for General Technical Secondary School and Five-year Consistent System in 2020 (YFGA [2020] No.02), the "5-year" and "3+2" enrollment plans are determined by the Provincial Department of Education, and the municipal enrollment plans for general technical secondary schools are examined and approved by local education authorities. Provincial schools should fully communicate with the competent authorities according to social needs. Schools should arrange enrollment according to the enrollment plan approved by the competent education department. In the process of admission, if it is really necessary to adjust the enrollment plan according to the students' situation, the school shall apply and report to the provincial admissions office for examination and approval before implementation.

Fourth, the exam.

Cities under the provincial jurisdiction, Jiyuan Demonstration Zone, and counties (cities) directly under the provincial jurisdiction should upload the scores of all candidates who participated in the 2020 senior high school entrance examination to the "Henan Provincial General Secondary School Admissions Service Platform" within 7 days after the local examination results are announced.

The admission work is carried out through the "Henan ordinary secondary school enrollment service platform". The admission examination institutions of cities under the jurisdiction of provinces, Jiyuan Demonstration Zone and directly under the county (city) should upload the information of candidates who have taken the entrance examination for senior high school education and filled in the volunteers of ordinary secondary schools to the "Henan Provincial Admissions Service Platform for Ordinary Secondary Schools" before August 14, and the enrollment schools will enroll students according to the information and issue new admission notices. The new students recruited by the school independently are audited by the "Henan Province Ordinary Secondary School Admissions Service Platform", and those who meet the admission conditions can issue admission notices.

The enrollment school should carefully register all the freshmen who actually report to the school, review the original student ID cards one by one, and use the second-generation ID card reader to collect the basic information of the freshmen before 10, and upload it to the "Henan ordinary secondary school enrollment service platform".

Candidates from other provinces who have lived or worked in our province for a long time must provide the Residence Permit for Floating Population in Henan Province (Notice of the People's Government of Henan Province on Printing and Distributing the Implementation Measures for Residence Permit in Henan Province [JUNG WOO [2065438+06] No.76]), and they can go through the admission formalities according to the students in our province.

It is planned to go through the enrollment procedures for freshmen in general secondary schools in the whole province on 10 in the middle and late June (the specific time will be notified separately). After centralized admission, in principle, the admission procedures for ordinary middle schools will no longer be handled. After the examination, the enrollment roster of all kinds of freshmen shall be uniformly printed and handled by all provinces, Jiyuan Demonstration Zone and counties (cities) under the direct jurisdiction of students.

Enrollment examination institutions and schools at all levels should enhance their sense of responsibility in the enrollment work of ordinary secondary schools, strictly implement enrollment policies, and standardize enrollment management.

Recruiting staff who practise fraud, violate the rules and regulations or do nothing in the recruitment work will be severely dealt with by the discipline inspection and supervision department according to the rules and regulations; For schools that violate the rules, the administrative department of education shall give the punishment of reducing the enrollment plan for the next year, stopping enrollment and informing the society.

Enrollment examination institutions and enrollment schools at all levels should take publicity as an important link and breakthrough in the enrollment work of ordinary secondary schools, publicize the relevant policies for enrollment of ordinary secondary schools to the society through various channels, guide junior high school graduates and other social personnel to receive ordinary secondary vocational education, and improve their own quality.

Admissions examination institutions at all levels should enthusiastically provide services for enrollment publicity of enrollment schools and strive to build a bridge between students and schools. According to the situation of epidemic prevention and control in COVID-19 and the local reality, we should make extensive use of internet, television, radio, new media and other online means to carry out various forms of enrollment publicity, so that every junior high school graduate can understand the enrollment policies, enrollment plans and enrollment methods of ordinary secondary schools. At the same time, it is necessary to strengthen the guidance and service for candidates to fill in their volunteers, adopt various forms, and smooth the service channels so that every candidate can apply for the exam in time, and no one can interfere with students' independent choice of schools.

Admissions schools should make full use of the propaganda function of "Henan ordinary secondary school enrollment service platform", release enrollment information in a timely manner, widely publicize enrollment policies, schools' dominant disciplines and majors, graduates' employment, etc., and attract candidates to apply for exams with high-quality services and outstanding school-running characteristics.

VIII. Payment of expenses

According to the document of Yu Jiao Cai Zi [1998] 102, schools that enroll ordinary secondary majors should pay the enrollment fee according to the standard of 50 yuan per student. "Five-year system", "3+2" and provincial schools, junior secondary schools, college enrollment fees to the provincial admissions office to pay. The enrollment fees of municipal schools, small technical secondary schools and colleges are charged by the enrollment examination institutions of the cities under the jurisdiction of the provinces, Jiyuan demonstration zones and counties (cities) directly under the jurisdiction of the provinces.

According to the charging standard of online admission fees for ordinary colleges and universities (stipulated in document No.50 of Yu Cai Ban [2005]), students who have been promoted to five-year higher vocational colleges and "3+2" segmented higher vocational colleges should pay online admission fees to the Henan Provincial Admissions Office according to the standard of 30 yuan per student.
