Legal analysis: 1069 is a non-profit business across provinces/nationwide. The Ministry of Information Industry is responsible for the distribution and management of this segment, which is distributed by three major operators, China Mobile, China Unicom and Telecom, in cooperation with some SMS operators.

Legal basis: Article 7 of People's Republic of China (PRC) Telecommunication Regulations. According to the classification of telecommunications services, the state implements a licensing system for telecommunications services. Engaged in telecommunications business, must be in accordance with the provisions of this Ordinance, the telecommunications business license issued by the competent department of information industry in the State Council or the province, autonomous region or municipality directly under the central government. No organization or individual may engage in telecommunication business activities without obtaining a telecommunication business license.
