I. Basic principles

In order to fully implement the Party's education policy, adapt to the overall requirements of the city's basic education development and reform, facilitate candidates to choose ordinary high school education as the starting point, promote the balanced development of compulsory education, improve the quality of education and teaching, and improve the quality of ordinary high school education, the city's unified proposition, unified examination and unified marking are implemented, and volunteers and enrollment are filled in by sub-examination areas. Candidates who apply for secondary normal schools and technical secondary schools can also apply for ordinary high schools.

Second, the division of examination area and the division of responsibility for entrance examination.

(1) The whole city is divided into four enrollment examination areas, namely, municipal general examination area, Xingcheng examination area, Suizhong examination area (including Dongdaihe New District) and Jianchang examination area. The general examination area directly under the municipal government is divided into: Lianshan examination area (including Yangjiazhangzi Development Zone), Longgang examination area (including the middle school attached to the College and Juehuadao United School) and Nanpiao examination area.

Third, the enrollment work of ordinary high schools

(a) enrollment plan and class type.

1. All regions should stabilize the enrollment scale of ordinary high schools and promote the coordinated development of ordinary high school education and vocational education. 20 15 ordinary high school enrollment plan 14980 students. Xingcheng Senior High School can hold early training courses for flight students, and recruit 30 students for the whole province (approved by the Provincial Department of Education). The registration, physical examination and physical fitness test of early flight students are the responsibility of Xingcheng Education Bureau and implemented by Xingcheng Senior Middle School. Registration and senior high school entrance examination registration are carried out simultaneously. Complete the physical examination and physical fitness test before the entrance examination. Jianchang county is the experimental base of national language education in the city. The experimental class of national Chinese education in ordinary high schools continues to be located in Jianchang County Senior High School, and the enrollment examination and admission work is specifically responsible by Jianchang County Education Bureau.

3. Encourage diversified and professional development of ordinary senior high schools and promote connotation development. 20 15 Huludao experimental high school enrolled 80 students majoring in sports, music and beauty in the city, including 40 students majoring in sports (including baseball), 30 students majoring in music 10, and 30 students majoring in art. Huludao No.8 high school enrolled 20 students majoring in shuttlecock in the city.

When conditions permit, small class teaching should be gradually implemented to meet the requirements of promoting quality education. Adhere to the principles of openness, justice and fairness, implement sunny placement and arrange seats reasonably, and it is strictly forbidden to rank students and arrange students' seats according to examination results. It is not allowed to set up key classes, fast and slow (good or bad) classes, experimental classes, extra-long classes, cram schools, Olympic math classes, etc. Relevant charging standards shall be implemented according to the relevant documents of the Provincial Price Bureau, the Department of Finance and the Department of Education.

5. Ordinary high schools are not allowed to recruit repeat students, and full-time senior three repeat classes are not allowed.

Candidates' school must carefully examine the candidates' current (previous) student information, student status (name, ID number, gender, nationality, national personal identification number) and proof materials of admission conditions. Candidates' registration information, student status information and household registration information should be strictly consistent, and the list of candidates (previous) should be published in the school according to the "Huludao City Senior High School Entrance Examination Work Plan" and submitted to the recruitment department. The Municipal Admissions Office shall, jointly with relevant departments, review and publicize the certification materials submitted by candidates who enjoy the city's plus (minus) admission policy.

The charging methods of Xingcheng, Suizhong and Jianchang shall be determined by themselves. After the fee is collected, the county (city) Zhaoban will be handed over to the Municipal Zhaoban.

Registration fee for the unified final exam of biology, geography and sports health knowledge in senior two 10 yuan. Lianshan, Longgang, Nanpiao Education Bureau and Yangjiazhangzi Education Office are responsible for collecting the registration fees of their junior high schools. After the fee is paid, it will be submitted to the Municipal Education Bureau, and the registration fee of the affiliated middle school and Juehua Road United School will be paid directly to the Municipal Education Bureau. The charging methods for Xingcheng, Suizhong and Jianchang test areas shall be determined by themselves, and the fees shall be paid to the Education Bureau of the test area after collection.

The charging standard shall be implemented in accordance with the Notice on Deepening the Reform of Rural Compulsory Education Funding Guarantee Mechanism (Hu Fa [2007] 17).

Within three days after the announcement of the academic performance information of the senior high school entrance examination, candidates will register at the graduation school. 3. Physical education plus test, unified graduation test of biology, geography and physical health knowledge in the second grade and physical and chemical experiment operation test.

After the unified examination of biology, geography and sports health knowledge in grade two, in principle, transfer is not allowed. Candidates who really need to transfer due to special circumstances in the examination area will not be transferred out, and the senior high school entrance examination will return to the original school to sign up for the examination. If it is really necessary to transfer between examination areas, the senior high school entrance examination needs to re-take the unified graduation examination of biology, geography and sports health knowledge in the second year after being transferred to the examination area.

The physical and chemical experiment operation examination shall be carried out in accordance with the Notice of the Municipal Education Bureau on organizing the physical and chemical experiment operation examination for the senior high school entrance examination in Huludao on 20 15. The examination results of physical and chemical experiment operation are subject to the examination results organized by the whole city on 20 15. The examination scores of all subjects are divided into three grades: excellent, qualified and unqualified, with 5 points for excellent, 4 points for qualified and 0 point for unqualified. Among them, those who fail the initial test will be given 3 points after passing the make-up test.

(4) Voluntary setting and enrollment basis.

1. Ordinary high schools are set up in two batches, and candidates choose schools to fill in the enrollment examination areas (city unified examination area, Xingcheng examination area, Suizhong examination area and Jianchang examination area). The first batch are provincial model ordinary high schools, and candidates can choose to apply for provincial model ordinary high schools within the enrollment schools in the examination area. The second batch is ordinary senior high schools, and parallel volunteer is set up. Candidates can fill in the enrollment examination area (city unified examination area, Xingcheng examination area, Suizhong examination area and Jianchang examination area) according to their own wishes.

2. The Municipal Education Bureau is responsible for recruiting special students of body sound and beauty in Huludao Experimental High School and special students of shuttlecock in Huludao Eighth High School. For the specific admission methods, please refer to the Notice of Huludao Education Bureau on the Professional Testing Standards and Admission Methods for Students with Physical Music and Beauty in Huludao Experimental High School and Huludao Eighth High School. Candidates who apply for the special students of Sports, Music and Beauty in Huludao Experimental High School and Shuttlecock in Huludao Eighth High School will take "Special Students in Huludao Experimental High School" or "Special Students in Eighth High School" as their first choice in ordinary high schools, and will be admitted first before the batch of ordinary high schools.

3. The administrative department of education shall take the comprehensive quality evaluation results of junior high school graduates and the academic examination results provided by the municipal recruitment office, 50% of the examination results of the unified final examination of junior high school biogeography and sports health knowledge, and the examination results of physical and chemical experiments as the main basis for enrollment.

4. According to the "Notice on Printing and Distributing the Implementation Plan of Comprehensive Quality Evaluation of Junior High School Graduates in Huludao Basic Education Curriculum Reform Experimental Zone" (No.43 [2005] of Shanghai Education), all junior high schools should earnestly do a good job in the evaluation of students' comprehensive quality. At the same time of scientific evaluation, we should carefully fill in the comprehensive quality evaluation report of junior high school students of each student. Candidates who fail the comprehensive quality assessment cannot be admitted as ordinary high school students.

(5) volunteering.

(6) Positioning and principles.

1. According to the spirit of the provincial documents, 95% of the indicators of provincial demonstration ordinary high schools in our city will be allocated to junior high schools in 20 15.

The orientation base of each junior high school consists of the following two parts: the number of effective students who apply for ordinary high schools (including normal and technical secondary school candidates who do not apply for ordinary high schools); Number of students enrolled in secondary vocational schools in junior high schools last year.

Candidates included in the directional indicators must meet the following conditions:

(1) Candidates must all take the academic examinations of all subjects in junior high school, and each subject in the academic examination cannot be 0;

(2) Junior high school graduates can't get a score of 0 in the senior high school entrance examination;

(3) The total score of the physical and chemical experiment operation examination cannot be 0;

(4) Candidates must abide by the discipline of the examination room and there is no violation of discipline.

The Municipal Admissions Office is responsible for reporting the number of candidates, candidates' information and test scores to the Municipal Education Bureau and Xingcheng, Suizhong and Jianchang Education Bureaus according to the test area before the candidates fill in their volunteers, which is used to determine the effective base of orientation.

The education administrative department of each enrollment examination area announces the number of effective candidates who apply for ordinary high schools, the number of students who entered secondary vocational schools in the previous year and the number of directional indicators (including the number of reward directional indicators) assigned to their junior high schools before the candidates fill in their volunteers.

2. Candidates in any of the following circumstances shall not be admitted as students by the provincial model ordinary high school where their student status is located:

(1) Candidates who are not enrolled in the school where they are registered after the unified examination of biology, geography and sports health knowledge in Grade Two;

(2) Candidates who were transferred from the compulsory education school in our city after the unified graduation examination of biology, geography and sports health knowledge in the second grade of junior high school and then transferred from other provinces, cities and counties;

(3) Candidates who have passed the unified examination of biology, geography and sports health knowledge in the second day of junior high school and registered their ID numbers in this city, except that their parents belong to national public officials, the government attracts investment and introduces talents, will be transferred to our city.

(7) Admission policy of adding points and dropping points.

1. According to the spirit of relevant documents of the Provincial Department of Education, children of cadres aiding Tibet (during aiding Tibet), children of cadres aiding Xinjiang (during aiding Xinjiang), children of returned overseas Chinese, children of overseas Chinese and children of Taiwan compatriots will get 10; Children of martyrs can get 20 points when they enter school. Those who attend public schools are exempt from tuition and fees and enjoy the relevant assistance policies stipulated by the state and the province.

2. According to the Interim Provisions on Education Preferential Treatment for Children of People's Police of Public Security Organs in the Province (Liao Gong Tong [2065 438+00] 142No.), children of People's Police of Public Security Organs who enjoy preferential treatment are given preferential treatment according to the following provisions:

Children of martyrs who apply for ordinary high schools should be sent to local provincial demonstration high schools according to their own wishes; Those who sacrifice the children of the people's police or the disabled children of the people's police to apply for ordinary high schools in grades one to four will be admitted with a score of 10; Children of the people's police who have won the honorary title or naming at or above the provincial or ministerial level and won the first-class merit, who apply for ordinary high schools, will be admitted with 5 points when enrolling students.

3. According to the requirements of relevant documents in Liaoning Province, children of active servicemen (including armed police), children of martyrs and children of soldiers who died in the line of duty are given preferential treatment in accordance with the following provisions:

(8) Admission and registration.

1. Each recruitment office will provide the overall information of candidates' comprehensive scores and volunteers to the Municipal Education Bureau and the Education Bureaus of Xingcheng, Suizhong and Jianchang respectively after the completion of volunteering for the senior high school entrance examination. The Municipal Education Bureau and the Education Bureaus of Xingcheng, Suizhong and Jianchang counties are respectively responsible for the enrollment work in the test area, and provide the admission list to the ordinary high schools in the test area after the admission.

2. In the process of admission, if the total scores of candidates are tied, they will be admitted from high score to low score according to the total scores of candidates' academic test scores; If the total scores of academic examinations are still tied, the total scores of Chinese, mathematics and foreign languages will be admitted from high to low; If the total scores of Chinese, mathematics and foreign languages are still tied, they will be admitted from high to low according to the total scores of Chinese and mathematics; If the total scores of Chinese and mathematics are still tied, they will be admitted from high to low according to Chinese scores.

3. Directed to the junior high school provincial demonstration ordinary high school indicators, when the minimum control score is not full, the remaining places will be selected for the candidates who are not oriented in the enrollment examination area.

4. Previous students apply for ordinary high schools, and the total score is deducted by 30 points and then admitted in turn. Previous students apply for the exam as freshmen. Once verified, the candidate will be treated as cheating in the exam, cancel his admission qualification, and give the candidate's school a penalty to cancel the orientation index of the year. 5. In order to ensure the smooth registration of freshmen in ordinary high schools, all ordinary high schools should organize freshmen to register according to the admission list provided by the education administrative department before July 30. For ordinary high schools that have not completed the enrollment plan during the registration period, on the basis of the minimum admission score of ordinary high schools, the enrollment will be replenished from high score to low score within 50 points. Candidates who need to be re-recorded shall register in ordinary high schools that have not completed the enrollment plan, and the enrollment school shall submit them to the education administrative department for re-recording as required after examination. 6. In order to ensure the quality of students in ordinary high schools, ordinary high schools shall not admit candidates with a total score of less than 260 points in principle.
