In order to implement the relevant requirements of the Notice of the Central Committee for Response to novel coronavirus Leading Group on Doing a Good Job in Epidemic Prevention and Control after the Spring Festival, adhere to the principle of "simultaneous prevention and transportation, classified guidance, highlighting key points and careful arrangement", and make overall plans to do a good job in transportation security and epidemic prevention and control after the Spring Festival, relevant matters are hereby notified as follows.

First, vigorously and orderly restore traffic services.

1. Gradually restore traffic services. At present, enterprises are returning to production one after another, and students are returning to school, which is about to usher in the peak of Spring Festival travel rush. All localities should, in accordance with the requirements of local Party committees, governments and leading groups for epidemic prevention and control, mobilize and prepare sufficient transportation capacity, increase investment in personnel and transportation equipment, and gradually and orderly resume suspended transportation services on the premise of adhering to epidemic prevention and control, combined with the schedule of returning to school. Actively promote self-driving, carpooling, chartered travel and enterprises to organize vehicles to return, and carry out government-designated road transportation and customized transportation services for important groups such as migrant workers and students according to local conditions. Urban public transport should gradually resume operation, and provide necessary travel guarantee for all kinds of key personnel and urban connection traffic. Bohai Bay passenger route should arrange for return passengers to travel by passenger ship. During the period of epidemic prevention and control, transportation in other areas shall not be prohibited.

2. Ensure smooth road network. All localities should strictly follow the requirements of "one break and three emergencies" to effectively ensure the smooth flow of highway networks. It is strictly forbidden to close the main line of the expressway and enter the expressway toll station with large traffic volume in cities and counties. It is strictly forbidden to block roads, open roads and set up rigid isolation without authorization. In addition to normal epidemic prevention, temperature measurement and other necessary inspections, it is strictly forbidden to set up measures to restrict the passage of people and vehicles between different regions of the province.

3. Strengthen road order control. Health and other departments should further strengthen the strength of epidemic prevention testing, optimize and improve the inspection and control process, and improve the traffic efficiency. If traffic control is needed for epidemic prevention and control, it must be approved by the municipal government, reported to the office of the leading group of the provincial party committee for the record, approved before implementation, and announced to the public in a timely manner. The public security department should strengthen the road surface control of the entrances and exits of important nodes such as expressways, service areas, airports, stations, docks, etc., and timely divert traffic to avoid large-scale gathering and long-term detention of personnel. Implement emergency linkage measures such as bad weather, traffic congestion and temporary traffic control to ensure safe and smooth traffic.

Second, do a good job in transportation organization and coordination.

4. Understand the transportation demand information. All localities should, under the leadership of Party committees, governments and leading groups for epidemic prevention and control, establish a linkage mechanism to find out the needs of migrant workers, students and other groups for centralized return travel. Education, industry and information technology, human resources and social security, agriculture and rural areas, health and other departments and township people's governments shall provide the transportation departments of the cities and counties where they are located with the travel needs of key groups such as enterprises returning to work and students returning to school. Provincial transportation departments should strengthen the organization and coordination of inter-provincial and inter-city transportation capacity, and coordinate and guide transportation departments at all levels to do a good job in transportation services.

5. Do a good job in customized road transport services. Employment enterprises that need inter-provincial transportation and centralized travel should obtain the government designated transportation certificate issued by the local office of the leading group for epidemic disposal at or above the county level, register the passengers' real names, and control the health of drivers and passengers according to local requirements. Before departure, the carrier enterprise shall file with the local municipal transportation authorities. For the record, it is required to submit the government-designated transport task certificate, the epidemic prevention safeguard measures for vehicles and drivers, the list of passengers' real-name registration system, the health certificate and the charter contract, which should indicate the unit contact person and contact information. With the approval of the municipal transportation department, the carrier will print the Permit for Migrant Workers to Return to Work during the Prevention and Control Period in novel coronavirus, and carry the transportation certification materials designated by the government. Vehicles carrying out government-designated transportation tasks are exempt from highway tolls, giving priority to convenient transportation. Highway management units along the line shall ensure relevant services. Provincial transportation departments should establish inter-provincial docking coordination mechanism to solve the problem of chartered cars in other provinces in time. Local transportation departments should do a good job in online and offline supervision in accordance with relevant regulations, and do a good job in chartered transportation statistics. The transportation tasks designated by the government in the province shall be carried out by the municipalities with reference, and all localities may gradually restore the operation of road passenger lines and bus stations within their respective jurisdictions according to the requirements for returning to work and the local epidemic situation.

6. Enhance the capacity guarantee of various modes of transportation. Highway, railway, civil aviation and water transport enterprises should scientifically formulate transportation plans in advance, closely monitor the changes of passenger flow, make emergency plans for transportation, reserve emergency transportation capacity, evacuate passengers in time and avoid passengers staying. Make overall arrangements for the capacity and frequency of urban public transport, and do a good job in connecting and transporting traffic nodes such as railway stations, airports, docks and subway stations.

7. Strictly implement transportation safety regulations. All transportation enterprises should do a good job in the inspection and maintenance of roads, railways, civil aviation, waterways, urban public transport and urban rail transit, and give priority to selecting transport vehicles with good safety and technical conditions to put into operation. Strictly implement the main responsibility of enterprise safety production, and road transport enterprises should make full use of the satellite positioning monitoring system of passenger vehicles to prevent fatigue driving and other behaviors. Passenger cars on more than three types of road passenger trains should strictly carry out "point-to-point" transportation, and it is not allowed to pick up and drop off passengers outside the station, and it is not allowed to match cars at stations without health and quarantine stations. Passenger charter shall not solicit passengers outside the charter contract. Waterway transport enterprises should strictly abide by the provisions prohibiting and restricting the passage of passenger ships under bad weather conditions. Railway transport enterprises should strictly abide by operational standards and strengthen equipment maintenance and operation supervision. Civil aviation transport enterprises should ensure flight safety, ground safety and air defense safety, and resolutely put an end to overloaded production and illegal operation.

8. Effectively ensure the quality of transportation services. All transportation enterprises should implement the policy of free refund of passenger train tickets, bus tickets, boat tickets and air tickets, and release travel and road information through various channels such as internet, SMS, radio and television to guide passengers to avoid peak travel. All expressway operating units and transportation enterprises should do a good job in the comprehensive management of service areas, stations, airports, docks and other places, and fully guarantee various services such as catering, parking, going to the toilet, refueling and car charging. Highway toll stations should ensure smooth traffic, and cooperate with the optimization of epidemic detection procedures to improve traffic efficiency on the premise of ensuring epidemic prevention and control.

Third, strengthen the prevention and control of epidemic situation in transportation.

9. Strictly implement disinfection and epidemic prevention. All transport enterprises should strictly implement the Technical Guide for Disinfection Operation of Public Transport, and refer to the requirements of the Guide for Hygienic Protection of Passenger Stations and Vehicles issued by the Ministry of Transport [2020] No.44 to ensure that all epidemic prevention monitoring facilities and equipment are in place, and do a good job in disinfection of passenger stations and vehicles such as railway stations, bus stations, passenger terminals, airports, urban buses, urban rail transit and taxis.

10. Take the passenger's temperature measurement. The health department of the place where people flow out should guide migrant workers and students to do a good job of temperature detection before going out to prevent migrant workers and students from traveling with illness. The health department of the place where the personnel flow in shall guide the employer and the school to do a good job in detecting the body temperature of the concentrated arrivals. The local health department should station staff in important transportation hubs to guide the temperature detection of passengers and the transfer of fever passengers. All transportation hubs should strictly standardize and strengthen the work of passenger temperature measurement, and hand over the fever passengers to the health department as soon as possible according to the procedures. 1 1. Strictly avoid close contact. All transportation enterprises should strengthen the management of ticket sales. During the rush hour in Spring Festival travel rush, the number of passengers on long-distance passenger buses and waterway passenger liners is controlled according to 50% of the rated number of passengers, and railway and civil aviation transportation are carried out according to the requirements in the system, so as to avoid secondary problems caused by passenger congestion and prevent the spread of the epidemic. Strictly implement the system of wearing masks when passengers take public transport, and do a good job in personal protection. Guide passengers to keep a certain distance from each other, and sit separately or separately if possible. Passenger trains, more than three types of passenger trains, passenger chartered cars, passenger ships, planes and other means of transport should reserve necessary areas or seats at the back of the carriage for observation on the way. 12. Do a good job in emergency treatment and information retention. All transportation enterprises should strengthen staff training and improve the ability of epidemic prevention and emergency response. Strengthen the prevention and control of epidemic situation on the way, equip management personnel with on-board service, and deal with passengers with fever on the way in time as required. Register passenger information, collect passenger information and forward it to the health department.

Four, layer upon layer compaction responsibilities

13. Leadership responsibility of compaction area. Local party committees and governments should strengthen the organization, leadership and overall coordination of transportation security and epidemic prevention and control, and deploy, promote and implement transportation security and epidemic prevention and control together. Leading groups for epidemic disposal in various places should strengthen situation scheduling and work guidance, and promote the orderly development of work. All localities should grasp the transportation safety situation in a timely manner, strengthen their responsibilities, standardize supervision, closely coordinate and cooperate, and form a joint effort. Implement the responsibility system for transportation and epidemic prevention, and ensure that there is a special person responsible for each link, and the epidemic prevention and control measures are in place, leaving no dead ends.

14. Responsibility of compaction department. Transportation, public security, education, industry and information technology, human resources and social security, agriculture and rural areas, health and other departments should strengthen communication and docking to form a joint effort. Coordinate local centralized travel information, exchange information with transportation enterprises such as roads, railways, civil aviation and water transport, and do a good job in connecting various modes of transportation to ensure smooth travel.

15. Compacting the main responsibility of the enterprise. All transportation enterprises should do a good job in organizing and supervising the implementation of epidemic prevention and control within enterprises, strictly implement the main responsibility of transportation safety and epidemic prevention and control and the "first responsibility" of the main person in charge, strengthen the inspection of the implementation of transportation safety and epidemic prevention and control measures, and ensure the safe and orderly return transportation safety and epidemic prevention and control work after the holiday.
