On February 12, Zhejiang Provincial Department of Natural Resources issued the Notice on Doing a Good Job in the Prevention and Control of Epidemic Situation and the Guarantee Service of Resource Elements for Enterprises' Resumption of Production, requiring all cities, counties (cities and districts) to do a good job in the prevention and control of epidemic situation and the guarantee service of resource elements for enterprises' resumption of production in accordance with the principle of "following laws and regulations, handling special events and giving priority to urgent needs" and the requirements of deepening the "three services" activities.

Details are as follows:

First, give priority to the protection of land for epidemic prevention and control construction projects.

1. Land use in advance is allowed. During the "first-level response" of COVID-19 epidemic emergency, the land for the construction of medical and health facilities and the land for the production of drugs and medical devices urgently needed for epidemic prevention and treatment can be given priority. After the outbreak is lifted, if permanent land use is needed, the relevant formalities shall be handled within 6 months; If it belongs to temporary land use, the local government and the land use unit shall restore the land to its original state and return it to the land users. If there are special requirements for site selection and it is really necessary to occupy permanent basic farmland and ecological protection red line, it shall be regarded as the permitted occupation of major national projects. Temporary cancellation of outdoor requirements such as permanent basic farmland occupation and field reconnaissance can be demonstrated by means of image comparison, and relevant procedures can be completed and improved within 6 months after the outbreak is lifted. It is strictly forbidden to use illegal land for hitchhiking for projects unrelated to epidemic prevention and control.

2. Coordinate land indicators. Support the short-board project construction of medical and health undertakings, and the new construction land planning indicators should be guaranteed and useful, while the local land planning indicators are insufficient. After the outbreak is lifted, it shall be summarized by the competent departments of the districts and cities and reported to the Provincial Department of Natural Resources for unified verification. New non-profit major medical and health facilities projects, the balance of occupation and compensation indicators by the province to co-ordinate the solution; Other projects need to be balanced by cities and counties, and the insufficient part can apply for provincial overall planning indicators.

Two, fully support the construction of major projects and enterprises to resume production.

3. Promote land use indicators for major industrial projects in the province. Included in the 20 19 provincial major industrial project library and the land use approval conditions are mature, you can apply for the first construction land plan index in advance, and the competent departments of each district and city will submit it to the Provincial Department of Natural Resources before February 20.

4. Accelerate the examination and approval of land for major infrastructure projects. For major infrastructure projects with land use approval conditions, all localities should pay close attention to organizing and reporting, implement the "approval system" of construction land planning indicators, and improve the proportion of provincial-level overall planning.

5. Expand the land space for small and medium-sized enterprises. All localities should actively solve the problems left over from history and speed up the redevelopment of inefficient land in accordance with the document "Opinions of the People's Government of Zhejiang Province on Comprehensively Promoting the Redevelopment of Urban Inefficient Land" (Zhejiang [2014] No.20). Support and encourage local governments to build small and micro enterprise parks. For those who use the revitalized construction land to build small and micro enterprise parks, the reward ratio of linked indicators will be increased from 3: 1 to 2: 1. Under the premise of meeting the planning, enterprises are encouraged to use the surrounding stocks to rebuild and expand construction land. Orderly carry out rural collective management construction land into the market to provide land for the development of small and medium-sized enterprises.

6. Strengthen the safety of mining and sea use for major projects. Fully support enterprises that provide building stone protection for key projects to resume work and production, and carry out key services in a targeted manner to ensure market supply. Mining enterprises can directly apply for extension of mining rights online. Support coastal areas to actively declare the regional stock reclamation management plan.

Third, optimize the examination and approval service and adjust the performance supervision.

7. Implement tolerance acceptance and priority approval. Vigorously promote online approval services, and open green channels for land, mines, sea areas and islands for construction projects involving epidemic prevention and control, giving priority to acceptance, approval and immediate receipt; Construction projects that need to be started urgently can be accepted first, done first and then supplemented; If paper originals need to be submitted, electronic materials can be provided for processing first, and electronic seal approval is the basis for approval. After the outbreak is lifted, the original paper can be submitted again, and the submission of paper materials for approval and filing can be suspended. Involving land acquisition, we should conscientiously do a good job in land acquisition compensation and resettlement in accordance with the newly revised land management law, and earnestly safeguard the rights and interests of landless farmers. Simplify the filing matters of mining right mortgage, and if both parties voluntarily sign a mining right mortgage contract, they can no longer apply to the mining right registration authority for mortgage filing.

8. Adjust the regulatory requirements for land transactions and performance. With the approval of the people's government at the same level, all localities may appropriately adjust the time node of land transfer and terminate or suspend the transaction of state-owned construction land use rights. Supplementary announcements and related information should be released through the online trading system of land use rights in Zhejiang Province, and the relevant time nodes of the transaction will be postponed after the suspension. If an enterprise is unable to sign the transaction confirmation, land transfer contract or pay the transfer fee according to the agreement due to the epidemic situation, it can be postponed to sign and pay after the epidemic situation is eliminated after application, and no late payment fee will be charged, which will not be recorded in the enterprise credit file. During the epidemic prevention and control period, the on-site performance inspection will not be carried out temporarily. If the land is not delivered, started or completed on schedule due to the epidemic, it will not be included in the default period and no penalty will be charged.

Fourth, reduce the financial pressure on enterprises in an all-round way

9. Allow deferred payment of land transfer fees. During the epidemic prevention and control period, with the approval of the people's government at the same level, the land transfer fee can be postponed within 3 months after the epidemic is lifted for medical disease control, people's livelihood security, expansion of effective investment and other projects (except real estate projects).

10. Rent reduction of state-owned land. Actively promote the "rent first and then let" land supply, and the land rent can be suspended during the epidemic prevention and control period. Enterprises that lease state-owned land for production and business activities may apply for land rent reduction and exemption.

1 1. Delayed payment of mining right transfer income is allowed. If the paid transfer of mining rights has been completed but the transfer proceeds have not been paid, the payment period may be appropriately extended with the approval of the local people's government at the county level, and the deferred payment shall be exempted from capital occupation fee and late payment fee.

12. Sea areas and uninhabited islands are allowed to apply for deferred payment, reducing or delaying payment. Allow enterprises and individuals to apply for relief of sea areas and uninhabited islands at the same time when submitting applications for the use of islands in sea areas to the examination and approval authorities below the provincial level; In line with the rescue policy, you can suspend the submission of a written application for assistance; Allow enterprises and individuals to postpone the payment of royalties for sea areas and uninhabited islands after obtaining the approval of using sea islands; The longest extension shall not exceed 3 months after the outbreak is lifted.

Five, actively protect large-scale livestock and poultry breeding facilities and other agricultural land.

13. Support the construction of facility agriculture such as pig breeding. It is allowed to use general cultivated land for facilities such as pig breeding, and it is not necessary to implement the balance of occupation and compensation, and the scale of facilities land is reasonably determined according to the scale of breeding. If the land for breeding facilities really cannot avoid permanent basic farmland, a small amount of sporadic permanent basic farmland can be used first, and then the formalities for redesigning permanent basic farmland can be handled after the epidemic situation is lifted.

14. Simplify the filing procedures of agricultural land for facilities. Farmers can sign land use agreements with village collective economic organizations, obtain the right to use the land for pig breeding facilities, and go to the township (town, street) for the record, and the county-level natural resources department for summary and other procedures can be postponed.

Six, the efficient development of enterprise real estate registration services

15. Do it as soon as you receive it. Fully promote "Internet plus real estate registration" and guide enterprises to handle it through "online office and handheld office"; For those who really need to go to the service window, make an appointment through the internet, telephone or mobile phone, and handle it 24 hours at the wrong time, and settle it immediately if conditions permit. Establish a green channel for enterprise real estate registration, actively do a good job in consulting and guiding the real estate registration business of enterprises that have resumed production, and study and solve problems in real estate registration in time.

16. Reduce links. To promote the integration of real estate registration information, data generated by natural resources departments themselves or materials that can be obtained and verified through * * * should be obtained through * * and internal connections, and enterprises are no longer required to submit them. Implement the "one thing" facilitation action of enterprise real estate registration and optimize the tax payment method. For the transfer registration, mortgage registration and other related registration matters of the same obligee, "apply together, accept together, review together and issue certificates simultaneously". Small and micro enterprises are exempt from registration fees.

17. Optimize mortgage registration service. Do a good job in real estate mortgage registration involved in enterprise financing, lending, renewal or extension, and implement "online operation without running once" through the linkage mechanism of "mortgage registration+financial credit" established with banks to further shorten the mortgage processing time, realize the seamless connection between loan review and mortgage registration, avoid "bridging funds" and help enterprises reduce costs and burdens. Support enterprises to set up re-mortgage with the balance of real estate collateral, register the balance of real estate according to law, and help enterprises increase the scale of mortgage financing.

This notice shall come into force as of the date of promulgation and shall be valid for 3 months after the COVID-19 epidemic is lifted. Unless otherwise specified by the superior, the provisions of the superior shall prevail.
