How to start making suggestions to leaders?

The conventional writing method of asking for instructions has the following three points:

1, "If yes (appropriate, but) no, please reply (indicate)".

2. "If there is nothing wrong with the above instructions, please reply (approval, examination and approval)" and "I hereby request instructions, please reply (instructions)".

3. "If there is no problem with the above request, please forward it to ... for approval" and so on.

Tips for making suggestions

1. Make suggestions with the prior consent of the other party. Don't mention it if others don't want to hear it.
