3. During the fire ban period, "seven strict prohibitions" will be implemented in the fire ban areas:

It is strictly prohibited to go to graves and burn money, paper, incense, or light candles;

It is strictly prohibited to carry flammable and explosive items;

It is strictly prohibited to smoke, picnic, barbecue, warm up by fire, use torches for lighting, and play with fire; it is strictly prohibited to burn Hunting of wasps, smoked snake rats, and mountain burning;

Illegal mountain burning and fertilizer accumulation, as well as burning of straw, straw, weeds, branches and leaves, are strictly prohibited;

Other behaviors that may easily cause forest fires are strictly prohibited.

4. All towns, towns and departments should organize and carry out extensive publicity and education on fire prevention and fire fighting, and effectively improve the general public’s forest fire prevention awareness and safe fire fighting knowledge.

5. All towns and villages should establish and improve the forest fire prevention responsibility system and adhere to the 24-hour duty and leadership system. Forest rangers should strengthen mountain patrols and forest protection, deal with hidden dangers in a timely manner, report them promptly, and nip hidden dangers in the bud. All towns and villages must organize professional fire-fighting teams to quickly put out forest fires once they occur.

6. It is necessary to strengthen the supervision and management of mentally ill, mentally ill, stupid, mentally retarded persons and children to prevent fires and disasters. If loose management or poor supervision leads to forest fire losses, the financial responsibility of the guardians must be held.

7. During periods of high forest fire danger, all wild fire use is prohibited in fire-prohibited areas; in high forest fire danger areas, wild fire use is prohibited throughout the year. During the fire ban period, if it is really necessary to use wild fire due to special circumstances such as preventing and controlling pests and diseases, freezing damage, afforestation, engineering construction, etc., it must be approved by the county people's government or an agency authorized by the county people's government.

Anyone who uses fire in the wild in violation of regulations will be ordered to stop illegal activities and given a warning in accordance with the "Hengyang City Forest Fire Prevention Regulations". Individuals will be fined not less than 200 yuan but not more than 2,000 yuan, and units will be fined 10,000 yuan. 9. Preventing and extinguishing forest fires is the responsibility and obligation of every citizen.
