According to the situation of epidemic prevention and control in our city, in order to protect people's health and life safety, and further strengthen prevention and control measures, relevant matters are hereby notified as follows:

I. Funeral service institutions

Strict access control. When picking up the body or receiving the masses, show the notice of epidemic prevention and control as soon as possible, and tell the funeral to be as simple as possible. All funeral service agencies strictly enforce the reservation restrictions, and guide citizens who really need to buy graves, bury in situ and make sacrifices to make appointments in advance by telephone, internet and other means. Staff with a history of living and contact in high-risk areas are strictly prohibited from entering the unit hospital. Supervise and remind the funeral personnel to cooperate with the work of temperature detection, wearing protective equipment, alcohol disinfection, verifying "health code" and "travel code", unremittingly do a good job in normalized epidemic prevention and control, and build a barrier for epidemic prevention and control. The funeral home suspended the memorial service for the remains, and the farewell ceremony for the remains was controlled within 10 people.

Strengthen service guidance. Arrange special personnel to guide the clerks to handle related matters in a timely and efficient manner, minimize the gathering time, avoid people gathering in a closed environment, and guide the clerks to leave the office area in time after the business is completed.

Strengthen security protection. Standardize the use of safety protection appliances, and strictly implement prevention and control measures such as disinfection and ventilation of facilities, equipment and workplaces. Strictly implement the "disinfection and sterilization" system, and focus on cleaning the work area, employee accommodation area, canteen, bathroom and other places to keep them dry, ventilated and clean. If a confirmed or suspected case is found in the institution, a professional team should be arranged for disinfection and sterilization in the institution. Dispose of the remains of patients infected by the epidemic in strict accordance with the operating procedures to eliminate all kinds of hidden dangers that caused the epidemic. At the same time, strengthen the management of the staff of this unit, do a good job in personal protection and maintain good hygiene habits while ensuring service.

Establish an emergency mechanism. If a suspected case is found, it shall immediately isolate the suspected patient, and report it to the local epidemic prevention and control headquarters and the civil affairs department at the same level according to the principle of territorial management, and implement it according to the instructions of the epidemic prevention and control headquarters.

Second, the marriage registration authority

Do a good job of safety protection. Strictly implement the requirements of joint prevention and control, strengthen safety protection, and do a good job in disinfection of institutions and temperature detection of staff. All personnel entering the institution must wear masks, and do a good job in temperature detection, travel code and health code verification.

Strict reservations and current restrictions. Strict implementation of telephone, Internet and other appointment services, for the successful appointment of the parties, the staff told in advance by telephone the conditions, procedures and documents to be prepared for marriage registration, and checked the appointment time. People who are not at the appointed time are not allowed to enter the accreditation hall to avoid crowd gathering.

Strengthen internal prevention and control. Strengthen the clean and hygienic management of the marriage registration office, strictly implement the "disinfection" system, clean the institution every day, and keep the working environment clean and tidy.

All people entering the station must have their body temperature measured, and they are not allowed to enter the station without physical examination. Zoning management is implemented in the station, and isolation zones and transit zones are set up. New blood recipients, especially those from high school risk areas, must live in isolation in the transit area for 14+7 days, and can only enter the blood receiving area after two nucleic acid tests. Persons with fever, cough and other abnormal conditions should be immediately transferred to the isolation area, and emergency plans should be started for disposal.

Do a good job in cleaning and disinfection, strengthen the clean and hygienic management of rescue stations, focus on cleaning accommodation areas, canteens, bathrooms and other places, and keep living areas dry, ventilated and clean. If a confirmed or suspected case is found in the station, a professional team should be arranged to carry out comprehensive disinfection in the institution.

Strengthen security protection. It is necessary to fully start the passage of "health code" and "travel code", do a good job in registering the personnel entering and leaving the institution, and suspend the return of the recipients. Staff should wear masks that meet the protection requirements, reduce crowd gathering, strengthen personal hygiene protection, and provide protective clothing and other protective articles for staff who undertake help reception, street rescue and enter the observation isolation area; For those who come to the station to handle affairs, set up a reception area in a suitable place and implement the relevant measures for epidemic prevention at the station. Under normal circumstances, outsiders are not allowed to enter the receiving area. Under special circumstances, it is necessary to report to the superior and strengthen prevention and control measures; In case of suspected symptoms, rescuers escorted by public security and urban management should contact medical institutions for consultation or transfer to temporary resettlement sites or isolated places set up by the government. Those who do not provide personal information truthfully or accept temperature measurement and refuse to answer questions about the history of epidemic contact shall not be rescued, and a notice of no rescue shall be issued in accordance with the regulations; For the recipients treated in medical institutions outside the station, it is necessary to assign special personnel to dock with medical institutions, regularly check the implementation of epidemic prevention and control measures, and incorporate them into the "zero report" content. If it is found that there are suspected cases in the station, it shall immediately take isolation measures for the suspected patients, and report to the local epidemic prevention and control headquarters and the civil affairs department at the same level in accordance with the principle of territorial management, and implement closed management of the unit and follow the instructions of the epidemic prevention and control headquarters.
