Why can't micro-loans be loaned by inputting SMS verification code many times?

Micro-loan is a pure online micro-credit revolving loan banking product launched by Weizhong Bank, the first digital bank in China, for WeChat users and mobile QQ users. 20 15 was launched on mobile QQ in May and on WeChat in September.
