According to the "People's Republic of China (PRC) Law on Guarding State Secrets", "Detailed Rules for the Implementation of Henan Province" and the relevant confidentiality provisions of the higher authorities such as the Ministry of Land and Resources, combined with the actual situation of our bureau, these Provisions are formulated.

Chapter I General Provisions

Article 1 The secrecy work of our bureau must implement the Party's basic line and the guiding ideology of secrecy work under the new situation, and adhere to the policy of active prevention, highlighting key points, ensuring state secrets and facilitating all work.

Article 2 The principle of unified leadership, graded responsibility, and the combination of confidentiality work and business departments shall be implemented in the office security work, and the leadership responsibility system for confidentiality work shall be implemented. The director has overall leadership responsibility; The deputy director in charge of confidentiality shall bear specific organizational and leadership responsibilities; The leaders in charge of other work in the office are responsible for the confidentiality work within the scope of their duties; Comrades in charge of each office are the first responsible persons for the confidentiality work in this office. Article 3 Office staff should enhance their sense of confidentiality, and consciously abide by the national secrecy laws and regulations and the various secrecy systems of the office.

Article 4 The office safety committee shall be responsible for the office safety management, and the office safety office and the competent office shall be responsible for the daily work. Chapter II State Secrets and Confidential Codes

Article 5 State secrets are matters related to national security and interests, which are determined according to legal procedures and only known to a certain range of people within a certain period of time.

Six, are not allowed to use the communication facilities without security measures and ordinary postal delivery of party and state secrets.

Seven, are not allowed to talk about party and state secrets with relatives and friends and irrelevant personnel, and manage the staff, spouses and children around them.

Eight, do not publish articles, works or speeches involving party and state secrets in private letters.

Nine, do not participate in foreign activities involving party and state secrets or be interviewed by reporters. If it is really necessary to involve or provide party and state secrets because of work, it shall be reported to the organ with corresponding authority for approval in advance.

Ten, overseas visits, inspection and other foreign affairs activities do not carry documents, materials or articles involving party and state secrets; If it is really necessary to carry it because of work, it shall go through the examination and approval procedures in accordance with relevant regulations and take strict safety measures.

Article 7 Staff confidentiality rules

1. Don't say state secrets you shouldn't say, don't ask what you shouldn't know, and don't read what you shouldn't read.

2. It is forbidden to make, send, receive, transmit, use, store or destroy state secret documents, materials and articles without permission.

Three, are not allowed to carry state secret documents, materials and other secret carriers to visit, visit, visit relatives and friends or enter other public places.

Four, are not allowed to send documents, materials and other items belonging to state secrets by ordinary mail.

Five, are not allowed to involve state secrets in private exchanges and correspondence.

Seven, are not allowed to talk about state secrets in public places.

Eight, are not allowed to use wireless phones and telephones, telegrams, faxes, computer networks and other transmission of state secrets.

9. It is forbidden to post documents, materials, pictures, texts and audio-visual products involving state secrets to newspapers, radio stations and television stations that are publicly distributed at home and abroad, and it is forbidden to arbitrarily involve state secrets when interviewing reporters and receiving foreign guests.

Ten, are not allowed to carry state secret documents, materials and other secret carriers to leave the country or participate in foreign affairs activities.

Eleven, are not allowed to lead overseas personnel to the military restricted zones, closed areas or key parts stipulated by the state.

Twelve, are not allowed to hide their own or others' leaks from the competent authorities.

Article 8 Provisions on the confidentiality of foreign exchanges by confidential personnel

First, public foreign exchange activities shall not involve state secrets.

Two, in foreign exchanges and cooperation, it is really necessary to provide state secrets to the outside world, to go through the examination and approval procedures in accordance with the relevant provisions of the state, and ask the other party to bear the obligation of confidentiality.

Three, to participate in foreign exchange activities shall not carry state secret carriers (including portable computers containing state secret information), because it is really necessary to carry or transfer secrets and secret carriers abroad, should go through the examination and approval procedures in accordance with the relevant confidentiality provisions, and take practical and reliable security measures; Under no circumstances are you allowed to carry or transmit top secret carriers abroad.

Four, talk about matters involving state secrets should pay attention to the occasion, to prevent eavesdropping; Do not talk about matters involving state secrets in foreign-related public places and places provided by foreign parties.

5. Do not transmit state secrets on communication tools without security measures; Without the examination and approval of the relevant departments of the central government, state secrets shall not be transmitted in plain code or password.

Six, in case of emergency endangering the safety of state secret carrier, must immediately destroy the secret carrier, and promptly report to the security department of the unit.

Article 9 In case of leakage, remedial measures shall be taken in time and reported to the safety department of the unit immediately.

After the leak, the relevant responsible person shall be investigated for responsibility in accordance with the relevant provisions of the state.

Chapter III Confidentiality Management

Tenth send and receive secret documents, confidential letters and confidential information, publications, audio-visual products and other state secret carriers, should be carefully registered and numbered, internal operations should strictly fulfill the exchange procedures. The office security room is responsible for the daily management of the office security carrier. All departments should set up confidential rooms or full-time personnel to be responsible for the management of secret carriers in their own units.

Article 11 State secret documents and materials of this bureau shall be uniformly received and sent by the confidential room of this bureau and stored separately from non-confidential documents. If it is really necessary for a unit or individual to keep it, it shall be kept in a safe place and necessary safety measures shall be taken.

Twelfth confidential personnel to receive confidential documents, the relevant departments should provide vehicle security. To receive top secret documents and coded telegrams, a two-person escort system should be implemented.

If you need to borrow secret official documents (except top secret) because of your work, you should go through the formalities, keep them properly and return them in time. You are not allowed to borrow without approval.

Top secret state secrets can only be accessed by people who meet the approval of superiors.

Thirteenth copying, photocopying confidential documents, must be approved by the office security room.

Without the approval of the issuing authority, top secret official documents shall not be reproduced, copied, read and used by themselves, or leaked to the outside world. Code telegrams shall not be reproduced or copied. Top secret documents and instructions from leaders on coded telegrams need to be executed by lower departments, and the original instructions should be copied by the staff on another paper. In order to explain the problem, the original title can generally be marked.

A copy of a state secret shall be registered and kept the same as the original. The copy shall be stamped with the seal of the copying unit. Do not reprint, copy, record or take notes on secret official documents without authorization.

Copying documents, materials and other articles that belong to state secrets, or extracting, quoting or compiling contents that belong to state secrets, shall not change the classification of the original without authorization. The compilation of information involving state secrets shall be reviewed by the office of confidentiality, and the confidentiality level of the compiled information shall be determined according to the highest confidentiality level.

Fourteenth secret documents should be read in the office or confidential room. Retired leaders really need to read at home because of their physical condition, and they should be picked up by special personnel, and their families and other personnel should not be allowed to read.

Reading top secret official documents and materials must be carried out in the designated office space that meets the confidentiality requirements.

Article 15 When drafting an official document, the drafting organ shall determine whether it belongs to a state secret or not in accordance with the specific scope of state secrets and their classification (hereinafter referred to as the scope of confidentiality) formulated by the state and relevant central ministries and commissions in conjunction with the State Secrecy Bureau. If it is a state secret, it is necessary to put forward preliminary opinions on the classification and duration of confidentiality on the draft paper, and indicate the basis for determining the secret, and then examine and approve it according to the procedures. The basis of confidentiality shall indicate the document number and the terms of the scope of confidentiality. For matters that need to be kept confidential without clear provisions on the scope of confidentiality, the office security room shall report to the superior security department that has the right to determine the security level of the matter step by step in accordance with the regulations.

The classification of scientific and technological achievements, geological data, surveying and mapping and other professional materials involving state secrets shall be carried out in accordance with the scope of confidentiality stipulated by the relevant state departments. Relevant documents or professional materials that cannot be classified but should not be made public in this office shall be managed according to internal documents and materials.

Unless otherwise specified, the confidentiality period of state secrets shall not exceed 30 years for top secret, 20 years for secret and 10 year for secret. The confidentiality period is generally determined according to the longest period.

The secret carrier (i.e., classification ★ confidentiality period) should be correctly marked, and the contact range should be limited.

Sixteenth secret documents should be printed in the office printing room, and designated persons should print according to the specified number of copies, and waste paper should be destroyed in time.

Mail confidential documents and materials shall be collected by confidential communication departments or by special personnel according to regulations, and no trustee may collect or transfer them.

Seventeenth to strengthen the management of fax machines, secret documents shall not be transmitted by ordinary fax machines.

Do a good job in the confidentiality of information processing using computers and networks. Those who use computers or other electronic technologies to store and handle state secrets must take safety technical measures. User keys and passwords of computers and application systems shall be strictly managed, and shall not be disclosed to irrelevant personnel, and passwords shall be changed regularly. The office LAN should be physically separated from the Internet and other public information networks. Information published on the Internet shall be subject to confidentiality review, and it is strictly prohibited to publish or disseminate classified information and internal materials published without approval on public information websites.

Eighteenth to strengthen the management of office website information, the information published on the website must comply with the relevant state confidentiality regulations, and shall not publish confidential information.

The website shall not publish the following information:

Article 19 When holding meetings and other activities involving state secrets, the undertaking department shall take security measures, educate the participants on security and stipulate specific requirements. It is strictly forbidden to print and distribute confidential meeting documents without authorization, and all documents required to be recovered after the meeting will be recovered. Participants shall not disclose the contents of the meeting. Documents that need to be communicated to subordinates shall be communicated according to the prescribed scope and content.

Twentieth all kinds of confidential documents, materials and publications should be regularly cleaned, filed, scrapped and destroyed. The destroyed secret official documents, materials and publications must be registered and sent to the designated place for destruction after approval by the leaders. It is strictly forbidden to sell materials, publications and internal official documents to the waste purchasing department. The invalid draft official documents shall be destroyed and shall not be treated as garbage.

Article 21 The staff of this office should lock the door when going out during working hours, clean the desktop after work, put the official documents in the cabinet, close the window and lock the door, and do not leave outsiders alone in the office, bring people unrelated to work into the office or stay in the office.

Twenty-second staff of this organ shall clean up all the secret carriers in their custody and handle the handover procedures before transferring from their posts and leaving their posts.

Twenty-third secret carriers that need to be filed shall be filed in accordance with the relevant national archives laws and regulations. Access to confidential files must be approved by the office security office.

Twenty-fourth leaders and staff at all levels of this office shall take remedial measures immediately when they find that state secrets have been leaked or may be leaked, and report to the office security work agency in time.

Article 25 Any functionary of this organ who divulges state secrets shall be dealt with in accordance with the provisions of the Secrecy Law and relevant laws and regulations, depending on the seriousness of the case. In that year, they will not be the first to be judged and awarded merits.

Chapter IV Confidentiality System

Twenty-sixth confidential documents management system

First, the director of the office is the first person responsible for the management of confidential documents.

Two, confidential personnel should conscientiously perform their duties, strictly abide by the confidentiality provisions, to ensure that the document reading norms, strict management.

Three, the confidential documents received from the exchange personnel should be handed over. The confidential documents received should be registered in time, signed and sent to the director of the office or the entrusted deputy director for reading and approval, and sent to the leaders of various departments for circulation according to the requirements of reading and approval; Confidential documents sent for reading on the same day must be recovered and stored in the safe on the same day, and it is not allowed to stay overnight outside the confidential room.

Four, in strict accordance with the release level of the document and the relevant provisions of the reading and transmission of confidential documents, any unit or individual shall not expand or narrow the scope of reading and transmission.

Five, need to read the confidential documents of the offices and directly affiliated units, it shall notify the principal responsible person of the offices and directly affiliated units to read the documents in the confidential room. Confidential documents that need to be borrowed by offices and units must be registered and signed by formal employees before they can be borrowed, and they are required to be returned in time.

Six, it is strictly prohibited to copy and assemble top secret documents. Strictly control the copying and assembly of classified and confidential documents, and strictly implement the examination and approval procedures when necessary. Copy and compile documents sent to the central government and party committees below provinces and cities shall be reported to the general office of the provincial party Committee for approval.

Seven, marked with secret central documents according to the annual repel and destroy. Other confidential documents shall be cleaned up and destroyed according to the notice of the general office of the provincial party Committee. After completing the work of repaying and destroying the confidential documents of the previous year every year, a written report should be written on the situation of repaying and destroying, which should be reported to the general office of the provincial party Committee after being signed by the first person in charge.

Eight, the destruction of confidential documents must strictly fulfill the examination and approval registration procedures, by two or more confidential personnel to the security management department designated units to supervise the destruction, to ensure that the documents are not lost, not missing.

Nine, no individual may destroy or keep confidential documents without permission, and may not take them out without approval.

Ten, the storage of confidential documents, disks, CDs and other media according to the highest security level of storage files management. Without approval, no unit or individual may store or transmit files in the computer system.

Twenty-seventh confidential reading room management system

First of all, all readers must go through the reading process.

Two, readers must abide by the confidentiality discipline, to ensure the safety of the party and state secrets.

Third, take good care of documents, and don't scribble, bring pages, etc. Check face to face before reading, and must be collected and signed by confidential personnel after reading.

4. Never read confidential documents that you are not allowed to read, never ask secrets that you shouldn't ask, never tell secrets that you shouldn't tell, and never write down confidential contents in a non-confidential book.

Five, keep indoor hygiene, in order to ensure safety, it is strictly prohibited to smoke indoors.

Six, it is forbidden to talk loudly indoors.

Article 28 Procedures and requirements for handling confidential documents

1. Sign-in: When signing confidential documents, carefully check the confidential number, and count them one by one according to the notice of posting after unsealing, and count the important documents page by page. If problems are found, they should be verified with the issuing authority in time and take corresponding treatment measures.

2. Registration: After the official document is signed, it shall be registered in the receiving register and the issuing register according to the classification of the Central Committee, the State Council, the provincial party committee and the provincial government, indicating the issuing unit, sending unit, document number, official document title classification, priority time limit, number of copies, sending and receiving time, etc.

Three. Submitting for review: After the document is accompanied by handling instructions, it should be submitted to the office director for instructions in time.

4. Distribution: The documents are distributed in time after being instructed by the competent leader or office director, usually on the same day, and the handling situation is indicated in the receipt register. Article 32 the system of borrowing confidential documents

Thirty-third confidential documents return and destruction system

First, the confidential documents of that year should be cleared and destroyed before the end of April of the following year.

Thirty-fifth key departments and parts of the confidentiality management system.

First, determine the key departments and parts of confidentiality in strict accordance with standards and procedures, implement the principle of "who is in charge, who is responsible", and ensure strict management, responsibility to people, strict defense, and safety.

Three, the office security committee should adjust the key departments and parts of confidentiality in a timely manner according to changes in the situation, and report to the corresponding security departments for confirmation or filing as required.

Four, regularly check the safety management and safety technology of key departments and parts; Regularly check the classified environment and secret vector, solve the existing problems, and eliminate the hidden dangers of leaks in time.

Five, confidential key departments and parts of the staff before taking up their posts, should be classified qualification examination by the unit; Newly hired and transferred personnel should receive confidential education and training before taking up their posts.
