Twelve measures taken by Shaoxing Public Security Bureau to serve the masses and facilitate the people.

In order to actively respond to and meet the people's new expectations and requirements for the city's public security work, continuously improve and optimize the quality and level of public security organs serving the people in the city, and better serve, protect and benefit the people's livelihood, the Municipal Bureau has formulated 12 measures to facilitate and benefit the people. The content is as follows:

1. It is convenient for people to call the police. Hang 1 10 alarm position signs on the main streets, road sections and places in the city, and open the 1 10 alarm service desk with SMS alarm service, which is convenient for the masses to call for help; Establish 1 10 automatic voice message return visit system, and accept the opinions and supervision of the masses.

2. Severely crack down on illegal crimes. Intensify the crackdown on crimes committed by evil forces, serious violent crimes, crimes against property, and stakeholder-type economic crimes, and enhance people's sense of security.

3. Improve community security. We will comprehensively build a trinity community policing mechanism of prevention, management and service to ensure that community police enter and live in villages, go deep into the masses and solve problems for the people.

4. Mediation is preferred. Set up public security mediation rooms in police stations and traffic police teams to resolve public security disputes, minor traffic accidents and minor criminal cases in time.

5. Strengthen social early warning and preventive publicity. Timely judge the police situation, regularly issue early warning tips to the society, strengthen public security prevention propaganda, and reduce criminal cases.

6. Deepen the construction of online public security bureau. Shaoxing Public Security Online Service Center will be extended to all counties (cities, districts) and go deep into communities, rural areas and enterprises, so as to facilitate units and individuals to inquire, consult, apply for permits and download forms online (see Annex 1 for specific business).

7. Open policing. Publicize police-related laws, regulations, rules and service systems in Shaoxing Public Security Online Service Center, and publicize police information; Set up a "police affairs public column" in the window unit, print the "police affairs public handbook", leaflets for the convenience of the people, contact cards for the police and the people, publicize the conditions and procedures for obtaining a permit, and publicize the complaint telephone number and complaint system; Standardize window services, and actively highlight standards, identities, responsibilities, commitments and opinions.

8. Shorten the time limit for issuing certificates. The time for citizens to apply for second-generation ID cards has been shortened from 60 days to 30 days; The time limit for issuing temporary resident identity cards was shortened from 3 working days to 1 working day; Five kinds of household registration matters that meet the policy requirements and have complete supporting materials can be handled on the spot by citizens in the household registration management organs (see Annex 2 for details).

9. Optimize traffic management. Carry out urban road unblocked projects to ease traffic in time; Promote the self-service authorization business of 4S stores in urban areas, from the original 8% to 50% of 4S stores; SMS reminder of traffic control business (see Annex 3 for details); Implement online payment of traffic violation fines, automatic ATM payment and on-site police payment (see Annex 4 for details); Pilot the online vehicle management office to enter the community; Decentralize vehicle management authority, and gradually delegate 24 vehicle and driver management authority to county-level vehicle management offices.

10. Simplify entry and exit procedures. E-passports are introduced to facilitate people's carrying and customs clearance; Launched EMS two-way express delivery and UnionPay card payment services accepted by mainland residents in Hong Kong and Macao online; Promote overseas visa expiration warning reminder, holiday reservation service, non-working hours service for special emergencies, and door-to-door delivery service for the elderly, the sick and the disabled; Used for passport application, extension, renewal, replacement, filling, etc. As well as six kinds of Hong Kong, Macao and Taiwan passport procedures that need to be handled urgently under special circumstances, emergency treatment and special affairs are implemented (see Annex 5 for details).

Fire administrative licensing projects, the owners can declare to the county fire brigade nearby; Introduce a regular release system of fire warning information, and timely release supervision and inspection, construction acceptance, product supervision and other work and early warning information to the society; Strengthen the maintenance and publicity of fire hydrants in residential areas and residential quarters; In order to realize the professionalization of social fire-fighting practitioners, the operators of automatic fire-fighting systems are required to hold national professional qualification certificates.

12. Window units set up evaluators to accept the evaluation of the masses; The implementation of the case return visit system, timely inform the cases and reasons for not filing, and timely feedback the investigation progress and results of the cases that have been filed; Set up complaint hotlines in "1 10" and discipline inspection and supervision departments to receive complaints from the masses, investigate and deal with police violations in time and deal with them seriously.
