Calls from abroad are often fraudulent calls. Unless the number is an acquaintance, it is generally a sales promotion, advertisement or fraudulent call. Calls from foreign strange numbers are almost certainly fraudulent calls. The first language barrier and expensive telephone charges limit the possibility of making friends and chatting by international telephone, which is more a way for scammers to escape legal sanctions in China.
Another possibility is to make fraudulent phone calls through rebranding software and pseudo base stations in China. Neither of these situations will be a good thing.
