Civilian armed forces in eastern Ukraine can fight against government forces. Why are they so powerful?

The Ukrainian government is very corrupt, and its armaments are abandoned all the year round. The treatment and salary of the army are very low, which leads to their very low morale and low combat effectiveness. However, the thin camel is bigger than the horse, and the Ukrainian army is also a regular army of a country, with planes, tanks and heavy artillery. But these things were used by the Ukrainian army, and the Udong armed forces were indeed defeated, but they caused a large number of civilian casualties. The Ukrainian government is very passive, attracting accusations from western countries and human rights organizations. In the end, we had to sign the Minsk agreement twice, and we were not allowed to use or conditionally associate heavy weapons as required. Under this condition, the Ukrainian army will have no advantage at all, and it will not be much stronger than the Udong militia. We can find that the Ukrainian government has been sending troops to suppress the rebellion since the crisis broke out in eastern Ukraine on 20 14, but the situation is not good. Up to now, the whole war in eastern Ukraine has lasted for more than four years, resulting in more than 1000 casualties. At present, due to the signing of the new Minsk agreement and the presence of OSCE observers in eastern Ukraine, sporadic exchanges of fire continue every day. With the assassination of the armed leader of Wudong militia, the Ukrainian government and militia accused each other of provoking and undermining the new Minsk agreement. The settlement of the problem in eastern Ukraine has reached a dead end!

In fact, as long as the Ukrainian government is willing to let go of its hands and feet to attack them, it can still win, but it will cause a large number of deaths. This is a bit equivalent to hurting the enemy 1000, damaging the enemy by 800, and some of them are not worth the loss.
