This is SF's "receive one get two free" rule. If each express ticket exceeds the limit, the dispatcher will be deducted, and the dispatcher can only get 20 points a year. If 20 points are deducted, the person must leave SF. This is why the dispatcher is in a hurry. The purpose is to provide customers with unlimited value in a limited time.
