Secondary vocational cards are uniformly distributed by the school; Secondary vocational student financial aid card, referred to as secondary vocational card. It is a kind of green card jointly opened by the Banking Regulatory Bureau, the Ministry of Education, the People's Bank of China and the Ministry of Civil Affairs for secondary vocational school students who meet the requirements of applying for a card.

Card-issuing banks offer the following preferential fees to students with secondary vocational cards: free card opening fees, free annual fees and small account management fees within three years from the date of card opening, and free SMS notification service for bursaries.

The card issuers of secondary vocational schools are tentatively designated as five banks: Industrial and Commercial Bank of China, Agricultural Bank of China, Bank of China, China Construction Bank and Postal Savings Bank. The four ministries and commissions will gradually expand the scope of issuing banks according to the promotion and implementation of secondary vocational cards and the willingness of other banks to participate.

The secondary vocational card retains the characteristics of debit card, such as safety, accuracy, convenience and quickness. The Great Wall Debit Card of Bank of China not only has the basic functions of deposit and withdrawal, transfer, shopping and consumption, payment, investment and financial management, online banking, SMS service, but also can meet the national grant service for secondary vocational students.
