According to the Interim Measures for the Administration of National Key R&D Plans and the relevant requirements of organization and management, the guidelines for the application of key projects such as "Basic research on the formation of important agricultural biological characters and environmental adaptability" during the tenth five-year plan period are hereby issued. Please organize the project declaration according to the requirements of the guide. The relevant matters are hereby notified as follows.

A, the project organization reporting workflow

1. The reporting unit shall organize the reporting in the form of a project according to the research contents in the direction of the guide, and the project may have sub-topics. The project should be declared as a whole, covering all assessment indicators in the corresponding direction. The project has 1 principals, each project has 1 principals, and the project principals can be 1 principals.

2. The organization and implementation of the project should integrate superior innovation teams, focus on guiding tasks, strengthen the overall connection of basic research, research and development of key technologies and typical application demonstrations, and concentrate on joint research.

3. The application process of national R&D key projects is divided into two parts: pre-application and formal application. The specific workflow is as follows.

-Fill in the pre-declaration form. The project applicant shall fill in and submit a pre-declaration of about 3,000 words through the public service platform of the National Science and Technology Management Information System (hereinafter referred to as the "National Science and Technology Management System") according to the relevant declaration requirements of the Guide, explain in detail the objectives and indicators of the declared project, and briefly explain the innovative ideas, technical routes and research basis. From the publication date of the guide to the deadline for accepting the pre-declaration, it shall not be less than 50 days.

The pre-declaration shall include relevant agreements and commitments. The project lead reporting unit shall sign a joint reporting agreement with all participating units, and specify the signing time of the agreement; The project lead applicant, the project subject applicant, the project leader and the project leader should sign a letter of commitment of good faith, and the project lead applicant and the participating units should implement the requirements of "Several Opinions on Further Strengthening the Construction of Scientific Research Integrity" and "Opinions on Further Promoting the Spirit of Scientists and Strengthening the Construction of Style of Study", and strengthen the examination and control of the application materials to prevent exaggeration or even fraud.

Pre-declaration must be recommended by relevant units. All recommending units should strengthen the review and control of the application materials for recommended projects, and submit the recommended projects through the national science management system on time.

Professional institutions accept pre-declaration and organize the first round of evaluation. In order to ensure a reasonable degree of competition, if the number of non-directional declaration teams in a single direction does not exceed the number of projects to be supported, the subsequent project review and approval procedures will not be initiated for the guide in this direction, and the release guide will be studied separately. Review the organizational form of professional institutions and conduct the first round of review according to the application. The first round of review does not require a reply from the project leader. According to the expert review results, select 3~4 times the number of declared projects to be approved and enter the defense review. For the declared projects that have not entered the defense review, the review results will be fed back to the project reporting unit and the person in charge in time.

-Fill in a formal statement. For the project application that passed the first round of review and directly entered the defense review, the national scientific management system will fill in and submit the formal declaration of the project, and the formal declaration acceptance time will be 30 days.

Professional institutions accept formal declaration and organize defense review. Professional institutions review the project declaration forms that have entered the defense review, and organize the defense review. The person in charge of the application project will report and reply through online video. According to expert evaluation, choose the best project. For the guidance direction supporting 1~2, only 1 is supported in principle. If the evaluation results of the first two declared projects are similar and the technical routes are obviously different, the project can be supported at the same time, and a dynamic adjustment mechanism can be established to carry out the evaluation of key nodes in combination with process management, and the subsequent support methods can be determined according to the evaluation results.

Two, the organization to declare the recommended units

1. Science and technology departments of relevant departments in the State Council;

2 provinces, autonomous regions, municipalities directly under the central government, cities under separate state planning and the competent departments of science and technology of Xinjiang Production and Construction Corps;

3. Industry associations established after the transformation of the original industrial sector;

4. The industrial technology innovation strategic alliance that is included in the pilot scope of the Ministry of Science and Technology and the evaluation result is Class A is included in the strategic alliance for innovation and development of science and technology service industry piloted by the Ministry of Science and Technology and the Ministry of Finance.

Each recommendation unit shall make recommendations within its functions and business scope, and be responsible for the authenticity of the recommended items. The list of recommended units is publicly released on the national scientific management system.

Three. Declaration of qualification requirements

1. The lead applicant and participating units of the project shall be scientific research institutes, universities and enterprises registered in Chinese mainland, with independent legal personality, registered before June 30, 2020, strong scientific and technological research and development capabilities and conditions, and standardized operation and management. State organs shall not take the lead or participate in the declaration.

The credit status of the project lead applicant, participating units and team members is good, and there is no record of serious dishonesty in scientific research and "blacklist" of credit in related social fields during the disciplinary execution.

The reporting unit can only declare the same project through one recommending unit, and may not declare multiple items and repeat declarations.

2. The person in charge of the project (project) must have a senior professional title or a doctorate, born after 196 1 1, and work for the project for at least 6 months every year.

3. The person in charge of the project (project) should, in principle, be the initiator of the main research ideas of the project (project) and the scientific and technical personnel who actually preside over the research. Civil servants of state organs at the central and local levels (including other personnel exercising the functions of science and technology plan management) are not allowed to declare projects (topics).

4. The person in charge of the project (project) is limited to declare 1 project (project); The person in charge of the research project of the national science and technology major project, the national key R&D plan and the science and technology innovation 2030- major project shall not take the lead or participate in the project (topic) declaration, but the project leader may participate in the project (topic) declaration.

The person in charge of the project (subject) and the backbone of the project, the national major science and technology projects, the national key research and development plan, and the scientific and technological innovation 2030- major projects under research shall not exceed 2 in total. The person in charge and the backbone of research projects (topics) of major national science and technology projects, national key R&D plans and scientific and technological innovation 2030- major projects shall not withdraw from the research projects because they declare new projects; After quitting the project R&D team, during the implementation of the original project, in principle, you may not take the lead or participate in the declaration of new national key R&D projects.

Projects under study (including tasks or topics) up to 202 1 12 3 1 before the implementation period of the project assignment (including the extended implementation period) are not included in the restricted projects.

5 experts who participate in the implementation plan of key special projects or prepare this year's project guide cannot declare key special projects (topics) in principle.

6. Foreign scientists employed by mainland units and scientists from Hong Kong, Macao and Taiwan can be the project (project) leaders. Full-time employees are required to provide valid materials for full-time employment by mainland employers, and part-time employees are required to provide valid materials for employment by both companies as pre-application materials for the project.

7. After the acceptance of the project, the applicant and the person in charge cannot be changed in principle.

8. Please refer to the application guides for specific application requirements of the project. If there are special provisions, those provisions shall prevail.

Before formally submitting the project declaration, all reporting units can inquire about the research projects (including tasks or topics) undertaken by relevant scientific researchers on major national science and technology projects, key national R&D plans, and major scientific and technological innovation 2030 projects through the national science and technology management system to avoid repeated declaration.

Fourth, the project management reform measures

In order to effectively improve the performance of scientific research investment and strengthen the practicability of major innovation achievements, the "Exposing List" project was established in the Tenth Five-Year Plan around the key research tasks that are urgently needed by the national strategy, with clear application orientation and clear end users. Highlight the role of end users and implement management methods such as signing a "military order" and "milestone assessment". There is no requirement for the registration time of the unveiling company, and there is no requirement for the age, education and professional title of the person in charge of the unveiling team. Encourage teams with confidence and ability to organize key core technologies to actively declare. Clarify the amount of funds for list tasks, simplify budget preparation, and explore the implementation of "negative list" in fund management.

A project about young scientists. In order to create more opportunities for young researchers to organize and carry out R&D tasks oriented by major national goals, the R&D key plan will set up young scientists' projects on a larger scale. According to the characteristics of fields and special projects, various ways are adopted, such as setting up a young scientist project or setting up a young scientist project under the project. There is no topic under the Young Scientists Program, and no budget review is organized in principle. Encourage young scientists to boldly explore more innovative and subversive new methods and paths to better serve the realization of the overall goal of the special project.

On the linkage between ministries and provinces. Some special tasks will be implemented by the ministries and provinces in combination with the major strategic deployment of the country and the major needs of regional industrial development. Departments and localities * * * streamline demand, jointly invest and coordinate management, and local governments issue special policies to undertake project achievements, so as to promote the output and transformation of major scientific and technological achievements in project organization and implementation.

In addition to the basic research tasks such as "Basic research on the formation of important agricultural biological characters and environmental adaptability", other special projects have clear technical systems and clear quantitative assessment indicators, and the "Tenth Five-Year Plan" focuses on exploring and implementing technical combat readiness management. Technical maturity requirements will be specified in relevant application guidelines, technical maturity indicators will be included in subsequent evaluation, milestone evaluation nodes will be set scientifically, project implementation progress and risks will be strictly controlled, and high-quality output will be ensured. Other technology development projects encourage active exploration.

The acceptance time for project applicants to fill in online pre-declaration is from 8:00 on June 4th to 8: 00 on July 8th 16:00. For the declared items entering the defense review, the applicant shall fill in the formal declaration form as required and submit it through the national science management system.
