1. Strengthen leadership and implement responsibilities. Doing a good job in developing party members among migrant workers is an important part of the party building work in 2008. Party organizations at all levels must attach great importance to it, strengthen leadership, and fully understand the importance of developing party members among young migrant workers in rural areas from the perspective of improving the structure of rural party members and solving the problem of lack of successors for village-level cadres. All localities and units should include the development of party members among migrant workers as an important part of party-building goal management and assessment, as an important measure to strengthen the construction of party members and promote the construction of a harmonious society. It is necessary to establish and improve the responsibility system, with the main leaders personally taking charge, the leaders in charge directly taking charge, and the relevant departments cooperating with each other to carry out the work at one level and at every level. The contact points that party members and leading cadres focus on must conscientiously do a good job in developing party members for migrant workers as required, build the contact points into demonstration points, and promote the overall development from point to area. Within this year, the villages designated by county-level party members and leading cadres will recruit at least one migrant worker to become a party activist or new party member.

2. Conduct a good investigation and establish a ledger. All units in various places should use the party branch as a unit to conduct in-depth and detailed investigations before the year, by issuing questionnaires, holding symposiums, visiting households, filling out forms, etc. Focus on finding out the basic situation of migrant workers, understand their age, culture, expertise, distribution and family situation and conduct a comprehensive analysis. At the same time, conduct a survey on the development of party members among migrant workers from 2003 to 2007 ( See Appendix 1). All localities must use the party committee as a unit to establish an account of the situation of migrant workers, especially the account of migrant workers (see Appendix 2) before the end of February, and submit a copy to the Organization Department of the county party committee for archiving. All localities should identify a group of outstanding young people from their accounts as key contacts and encourage them to actively move closer to the party organization.

3. Strengthen education and strengthen the team. All localities should make full use of the peak period of migrant workers returning home during the Spring Festival and adopt various methods to train and educate them. All localities and units should conduct a symposium or talk session before the year to ask them about their thoughts, work, and life in other places. situation, inform them about the construction situation of their hometown, communicate ideas, get closer, and listen to their opinions and suggestions on the development of their hometown. All localities and units must make full use of the time before and after the New Year to timely recommend outstanding elements among migrant workers as party activists. This must be done through multiple channels through the use of selective recommendations by mass organizations, active recommendations by migrant units, and democratic recommendations by party members. Select and reserve a group of outstanding talents, promptly list them as party activists, and establish a team of high-quality migrant workers as party activists. The roster of migrant workers who join the party as activists (see Attachment 3) shall be reported to our department before the end of February.

4. Innovate and cultivate and improve services. It is necessary to focus on strengthening the management services for migrant workers, especially mobile party members, and integrate management into services, so that the majority of migrant workers and mobile party members can truly feel the warmth of the party organization, and continuously stimulate the enthusiasm of mobile party members to innovate, start businesses, and return to their hometowns.

All localities and units should train outstanding young people who are listed as active members of the party by combining the work of setting up posts and responsibilities for unemployed party members and the "one group and two meetings" in the new rural pilot villages, and implement methods such as "taking jobs first and then joining the party".
