Yes Rural subsistence allowances are issued by rural commercial banks. The card issued by rural commercial banks to low-income households is the low-income card. After being identified as poor households at all levels, every month, civil affairs departments at all levels will regularly review the subsistence allowances enjoyed by the Civil Affairs Bureau, and then transfer the subsistence allowances to rural commercial banks. Some rural commercial banks will then transfer the money to the bank account provided by the low-income households. The money given to the low-income households includes both subsistence allowances and electricity subsidies, and sometimes includes subsidies such as price subsidies, heating subsidies and subsidies for the elderly in need.
