If the driver of a motor vehicle is not at the scene or refuses to leave immediately although he is at the scene, thus obstructing the passage of other vehicles and pedestrians, a fine of not less than 20 yuan but not more than 200 yuan may be imposed, and the motor vehicle may be towed to a place that does not obstruct the traffic or parked at a place designated by the traffic management department of the public security organ. The traffic administrative department of the public security organ shall not charge the parties the trailer fee, and shall inform the parties of the parking place in time.

The parties concerned shall pay the fine at the designated bank within fifteen days from the date of receiving the decision on administrative penalty for fine. If the parties have no objection to the fines imposed on pedestrians, passengers and non-motor vehicle drivers, they may collect the fines on the spot. Fines shall be issued by the financial departments of provinces, autonomous regions and municipalities directly under the Central Government; If a receipt for the fine uniformly issued by the financial department is not issued, the party concerned has the right to refuse to pay the fine.

Temporary parking of motor vehicles on the road shall comply with the following provisions:

(a) in the absence of parking signs and markings, in the motor vehicle lanes and non-motor vehicle lanes, sidewalks with isolation facilities, as well as crosswalks, construction sites, no parking;

(2) No parking is allowed at intersections, railway crossings, sharp detours, narrow roads, bridges, steep slopes, tunnels and sections within 50 meters from the above locations;

(three) in front of the bus stop, first aid station, gas station, fire hydrant or fire brigade (station) and on the road within 30 meters from the above places, no parking is allowed except using the above facilities;

(four) before the vehicle has stopped, it is not allowed to open the door to get on and off people, and opening and closing the door shall not hinder the passage of other vehicles and pedestrians;

(five) roadside parking should be close to the right side of the road, motor vehicle drivers are not allowed to get off, get on and off personnel or load and unload goods, and immediately leave;

(six) city buses are not allowed to stop on the road outside the station.
