According to the website of Shaoguan Municipal People's Government of Guangdong Province, on October 17th, Shaoguan City issued the Notice of Shaoguan Municipal People's Government Office on Printing and Distributing the Detailed Rules for the Implementation of Housing Support for Agricultural Transfer Population in Shaoguan City (No.161 [222] of Shaofu Office).

Grant deed tax subsidies and exclusive discounts on house purchase

According to the notice, financial departments at all levels give special financial subsidies to the agricultural transfer population to buy new commercial housing, and actively encourage and support the agricultural transfer population to buy new commercial housing in cities and towns and settle down. Agricultural transfer population in cities and towns to buy new commercial housing, pay deed tax in accordance with the law and settled in (the same housing), the housing construction management department to verify the relevant tax payment vouchers and settlement information, to pay the deed tax to give full financial subsidies.

Shaoguan city requires that financial management departments at all levels should increase financial support for the agricultural transfer population, guide commercial banks to expand the scale of housing credit for the agricultural transfer population and give preferential interest rate support, innovate related credit products and simplify the handling procedures.

The document also proposes that housing and construction management departments at all levels should evaluate the situation of real estate development enterprises attracting agricultural transfer population to buy houses in cities, and support and encourage housing enterprises to take the initiative to participate. For outstanding real estate development enterprises that actively respond to the call of the local government, give exclusive preferential treatment to the agricultural transfer population to buy houses, actively absorb the agricultural transfer population to buy houses in cities, and rank high in transaction volume, they will be further supported by various supporting policies related to the integrity score by means of adding points to integrity.

The rural migrant population can enjoy the preferential policy of housing provident fund

Shaoguan City will also provide support for the rural migrant population in terms of provident fund rights and interests. The document shows that the agricultural transfer population can voluntarily pay the housing provident fund and include it in the scope of housing provident fund protection to support the housing consumption of the agricultural transfer population.

The document shows that the rural migrant population with full capacity for civil conduct and the migrant workers who have reached the age of 18 and have not reached the statutory retirement age in China can apply for setting up a housing provident fund account to deposit and use the housing provident fund on a voluntary basis and enjoy the preferential policies for housing provident fund.

if the agricultural transfer population has paid the housing provident fund for three consecutive months and rented self-occupied housing meets the conditions for withdrawal, they can apply for withdrawal of the housing provident fund. The application for withdrawal shall be made within the lease contract period and can be withdrawn once every six months. When renting a commercial house, submit a certificate of no family room (single person needs to sign a single statement), and the withdrawal amount is no more than 5 yuan per person per month; When renting a public rental house, submit the lease contract and rent payment certificate, and the withdrawal amount shall not exceed the actual rent payment.

if the rural migrant population has paid the housing provident fund for 6 months continuously and meets the loan conditions, they can apply for a housing provident fund loan (at present, the maximum loan amount for a single person is 3, yuan, and the maximum loan amount for two or more people is 5, yuan). The purchase of commercial housing that has been identified as an assembled building or a star-rated green building will increase the maximum loan amount of the provident fund by 2%.

According to the document, agricultural migrants who meet the conditions of talent loan for housing provident fund in Shaoguan can enjoy the preferential policy of talent loan for housing provident fund, and the maximum loan amount is increased to 2-3 times of the general loan amount, and the amount of provident fund loan and the multiple of account balance are implemented at 25 times.
